Mr. Nangah also says that he is asking for an extra one or two hours a day of operation and he is not trying to change the atmosphere. She says that a lot of changes have been made at the establishment and there is a older crowd now. Max Walker, 9720 W. Green Tree Rd., has been patronizing the bar for about five or six years. He is in support of the license and recommends the establishment to his friends. He says that the business is a nice sports bar. Ald. Kovac points out that most of the previous problems happened after midnight, and he asks the applicant about staying open later in light of the fact that most incidents happened late. Mr. Nangah says that the age of the crowd is now older, which has reduced problems. Ald. Bohl says that the neighbors of the business are not opposed to the change in hours. Grant by Ald. Gimbel says that after viewing the video from the establishment, the police only filed charges against the patron involved in the incident on the police report, not the business. Atty. Gimbel says that the complaints filed should not be considered by the committee. He also says that the complaints filed by patrons accuse the owners of trying to create a whites-only establishment, although he points out that a co-owner of the bar, other employees and some patrons of the bar are African-American. Atty. Schrimpf says that if discrimination is found by the Equal Rights Division, then the committee can take action on it. Objectors present: Raffiuel Prater, 4307 N. 13th St. He says that he and friends went to the bar on two occasions and were denied access based on their clothing. Their clothing was described as "urbanwear" and as too baggy. Mr. Prater says that the clothing they were wearing was not as described and he feels that they were denied entry based on their race. Atty. Gimbel asks Mr. Prater how he came to come in contact with his lawyer. Mr. Prater says that it is a better question for the other objector present at the table. John Jordan, 8543 W. Glendale Ave., says he believes that he and his friends, including Mr. Prater, were turned away because they are African-American. Mr. Jordan says that he found the attorney with whom he has been corresponding. He also says that he does not dress in a unprofessional manner and was wearing a suit on two occasions when he was turned away from the business for wearing "urban wear". Mr. Jordan also says that a white patron entered the business wearing the same outfits that Mr. Jordan wore previously and he was granted entry. Supporter present: Frank Vitucci, 1832 E. North Ave., general manager of Vitucci's. He lives down the street from the bar and he says that he sees a mix of all different races in the establishment, including African-American. Jace Stamates, 712 E Clark St., was the general manager of CANS Bar and Canteen, which is located near Decibel. He says that he has been inside the establishment often and says that he believes that it is very racially diverse. Dustin Bowie, partner in the business at Decibel, at the table. Atty. Gimbel asks Mr. Bowie if anyone has been denied access based on race, and Mr. Bowie says no. Mr. Bowie also says that there are African-American employees working at the bar. Mr. Deuster says that cameras with audio have been installed at the front door and every instance of someone being turned away is documented in a log. Mr. Deuster says that the staff at the door does ask them to come to the door on occasion to review the decisions they make with regards to dress code. He says that sometimes they agree with the staff and sometimes the decisions are overturned. Grant by Ald. Hamilton with a warning letter holding open the racial discrimination complaints. Ulickey confirms that there was a fatal shooting at the location in October of 2007 that was not considered at the previous committee meeting. Atty. Lerner asks if Mr. Ingvoldstad knows that the bullet that came into his house was fired by a patron of the bar, and Mr. Ingvoldstad says that he does not know for sure. Tinghong Lee, 3119 W. North Ave. She says that a bullet that came from the vicinity of the bar went through her bedroom window. She is not support of the license. Atty. Lerner requests that item 33 on the police report not be considered by the committee since it occured down the street and not at the bar. Members will get a transcript of this hearing for their books for the next meeting. Alex Runner said that the alderman has been concerned about this establishment for a while, although their security is very impressive, and they have had multiple meetings with the police related to this establishment. Uncas Ave. He is not in support of the license and he says that he fears for the safety of small children in the neighborhood who may be out when patrons of the business are driving around looking for parking. Shawn Nadonly, 163 W. Goldleaf Ave., is not in support of the license and is concerned about a noise nuisance. Toni Fare, 330 W. College Ave., has lived in the neighborhood since 1979. She is opposed to the license due to concerns about noise and parking problems. Dan Palmisano, 322 W. College Ave, about fifty feet from the establishment. He is concerned about the traffic overflow. Laurie Spiros, 6160 S. 6th St., Unit E7. She is in opposition to the license and does not think that the venue is appropriate for the residential area. Ald. His son has a business at 513 E. College Ave. He is opposed to the license. Milan Wilson, 6220 S. 1st St., has lived in the area for twenty years and is concerned about the noise that the venue will create. Supporters of the license: Luis Skariba, 188 E. Bluewater Lane, Vernon Hills, IL, is the video DJ for the company at another venue. He thinks that having a building empty for over ten years could be a hazard. He says that the bands from other countries do not come every Friday or Saturday. Mr. Skariba says that most of the bands will be local bands that would draw about 300 to 400 people. He says that a crowd of 1,000 would be a rare occurrence. Camilo Acosta says that they will only allow the amount of people that the city will allow them to have. The applicant says that all he wants is two or three months to prove the he can run the business. Abraham Summers, owns the bar in Beloit at which the applicant curently runs a club. He says that he never has any problems. Ald. Witkowski says that the applicant has kept changing the kind of business that he wants to open at the location. He says that the building has been empty because of the problem history at the location. Ald. Witkowiak requests that the committee deny the license. Ald.
