Analysis
This ordinance specifies the duties and responsibilities of the city’s planning and policy director for emergency communications, which include:
1. Establishing a city of Milwaukee emergency communications strategic plan.
2. Reviewing and evaluating emergency communication projects and budgets.
3. In partnership with all city departments, developing standards and guidelines for emergency communication systems.
4. Serving as a resource to departments in developing and managing emergency communications projects and budgets.
5. Coordinating monitoring and reporting of emergency communications projects.
6. Coordinating with city departments and agencies on emergency communication issues to promote interoperability, integration, and security of emergency communication systems.
7. Coordinating with the chief information officer to review and monitor emergency communication technology projects.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 314-1-2-b-1 and 2 of the code is amended to read:
314-1. Members.
2. REQUIRED.
b-1. Fire department training [[shall]] >>may<< include such training and ride along programs as [[may be]] recommended by the executive director of the fire and police commission. Newly appointed commissioners who have professional experience as a firefighter are exempt from the fire department training requirement.
b-2. Police department training [[shall]] >>may<< include attending the Milwaukee police citizen academy and participating in the police department ride along programs as [[may be]] recommended by the executive director of the fire and police commission. Newly appointed commissioners who have professional experience as a law enforcement officer are exempt from the police department training requirement.
Part 2. Section 314-6 of the code is created to read:
314-6. Planning and Policy Director for Emergency Communications.
1. AUTHORITY. Under s. 62.50, Wis. Stats., and subject to the direction and control of the executive director, the planning and policy director for emergency communications shall oversee and coordinate emergency communications of the city of Milwaukee, including but not limited to the citywide radio and 911 systems.
2. DUTIES. The planning and policy director shall:
a. Establish a city emergency communications strategic plan.
b. Review and evaluate emergency communication projects and budgets.
c. In partnership with all city departments, develop standards and guidelines for emergency communication systems.
d. Serve as a resource to departments in developing and managing emergency communications projects and budgets.
e. Coordinate monitoring and reporting of emergency communications projects.
f. Coordinate with city departments and agencies on emergency communication issues to promote interoperability, integration, and security of emergency communication systems.
g. Coordinate with the chief information officer to review and monitor emergency communication technology projects.
3. COORDINATION AND COOPERATION WITH DEPARTMENTS. All city departments shall:
a. Comply and cooperate with emergency communications plans, standards, and policies established by the board of fire and police commissioners.
b. Participate in any governance activity, after-action reviews, working groups, or committees established by the board of fire and police commissioners.
