Analysis

This resolution approves a memorandum of understanding between the Milwaukee Police Department and the Milwaukee County Department of Health and Human Services relating to GPS data sharing.

Body

Whereas, The Milwaukee Police Department (MPD) has used algorithm-based, unbiased, data-driven methods to identify youth (21 and younger) offenders and networks involved in motor vehicle theft-related offenses, robberies or weapons violations through the department’s NOC (Network of Criminals) Offender program; and

 

Whereas, The Milwaukee County Department of Health and Human Services monitors the whereabouts and activities of juveniles under court supervision through its GPS systems; and

 

Whereas, Access to real-time, GPS data on the whereabouts and activities of these NOC offenders would greatly enhance MPD’s investigation resources, facilitate the apprehension of suspected criminals and improve public safety; and

 

Whereas, The attached Memorandum of Understanding (MOU) between the MPD and the Milwaukee County Department of Health and Human Services grants MPD access to GPS information on NOC Offenders and other juveniles of interest as needed, stipulates how and under what circumstances GPS data will be shared and specifies the responsibilities of the parties; and

 

Whereas, The attached MOU shall remain in full force until terminated in writing by either party, and be evaluated annually to best meet the parties’ needs; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council approves a Memorandum of Understanding between the Milwaukee Police Department and the Milwaukee County Department of Health and Human Services relating to GPS data sharing, a copy of which is attached to this file; and, be it

 

Further Resolved, That the appropriate City officials are directed to execute the Memorandum of Understand on behalf of the City.
