Title

A substitute ordinance to further amend the 2017 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Administration, City Attorney, Common Council-City Clerk, Fire Department, Health Department, Municipal Court, Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 8, 2016 - March 27, 2016):

 

Under Pay Range 1IX, delete the title “Budget and Policy Manager - Senior”.

 

Under Pay Range 1KX, add the title “Financial Operations Manager”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2016 - October 23, 2016):

 

Under Pay Range 1FX, add the title “UCC Operations Manager”.

 

Under Pay Range 1IX, delete the title “Call Center Operations and Analytics Manager”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):

 

Under Pay Range 1CX, delete the title “Telecommunications Supervisor”.

 

Under Pay Range 1EX, add the title “Telecommunications Supervisor (6)” and footnote “(6)” to read as follows: 

 

“(6)  Recruitment at $70,967.”

 

Under Pay Range 1IX, under title “Emergency Communications Manager”, delete designation “(2)” and add designation “(4)” with footnote to read as follows: 

 

“(4)  Minimum recruitment of $3,210.81 ($83,481.06) and recruitment at any rate in range with DER and the Chair of the Committee on Finance and Personnel.”

 

Part 4.  Part 1, Section 1 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 3, 2017 - January 29, 2017):

 

Under Pay Range 1AX, add the title “Police Office Supervisor”.

 

Part 5.  Part 1, Section 2 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2GN, delete footnote “(3)” in its entirety and replace as follows: 

 

“(3) Recruitment is at $2,183.34 ($56,766.84) or may be at any point in the range with DER and the Chair of the Committee on Finance and Personnel.”

 

Part 6.  Part 1, Section 2 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):

 

Under Pay Range 2AN, delete the titles “Chemist I”, “Microbiologist I”, and “Virologist I”.

 

Under Pay Range 2DN, delete the titles “Chemist II”, “Microbiologist II”, and “Virologist II”.

 

Under Pay Range 2EN, add the title “Laboratory Data Specialist (8)”.

 

Under Pay Range 2EX, delete the title “Project Coordinator - BIG”.

 

Under Pay Range 2FN, delete the titles “Chemist III”, “Microbiologist III”, and “Virologist III”; delete footnote “(1)” in its entirety; add the titles “Chemist (10)”, “Microbiologist (10)”, and “Virologist (10)”, and add footnote “(10)” to read as follows:

 

“(10)  Recruitment may be at any rate in the pay range with the approval of DER”.

 

Under Pay Range 2FX, delete the title “Telecommunications Specialist”.

 

Under Pay Range 2GX, add the title “IT Project Coordinator” and footnote designation “(6)” to the title “Workforce Development Coordinator” with the footnote to read as follows:

 

“(6)  Position held by Bernadette Karanja to be paid at $2,769.24 biweekly.”

 

Under Pay Range 2HN, delete the title “Lead Microbiologist”; add the titles “Chemist -Senior (14)”, “Microbiologist - Senior (14)”, and “Virologist - Senior (14)”; and change footnote “(14)” to read as follows:

 

“(14)  Minimum recruitment is at $2,113.16 ($54,942.16) and may be at any rate in the pay range with the approval of DER.”

 

Under Pay Range 2IX, add the title “ReCAST Program Manager (4)”.

 

Under Pay Range 2JN, add the title “Microbiologist - Lead (5)” and footnote “(5)” to read as follows:

 

“(5)  Recruitment may be at any rate in the pay range with the approval of DER.”

 

Part 7.  Part 1, Section 2 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 5, 2017 - February 26, 2017):

 

Under Pay Range 2EX, add the title “Continuum of Care Specialist”.

 

Part 8.  Part 1, Section 4 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Section 4E, Pay Ranges 856 & 856P, delete the title “Fire Paramedic Field Lieutenant” and delete footnote “(4)” in its entirety.

 

Part 9.  Part 1, Section 5 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):

 

Under Pay Range 5IN, under the title “Emergency Communications Operator II”, remove designation “(2)” and add the designations “(6)”, “(7)”and “(8)” with the footnotes to read as follows:

 

“(6)  Additional 5% for on-the-job peer training.”

 

“(7)  $2,257.12 - $2,348.31 ($58,685.12 - $61,056.06) when assigned curriculum development, classroom training, or related duties.”

 

“(8)  $2,418.76 ($62,887.76) when assigned emergency communications supervisor duties.”

 

Part 10.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 11.  The provisions of Part 1 of this ordinance are deemed to be in force and effect from and after Pay Period 8, 2016 (March 27, 2016)

 

Part 12.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 23, 2016 (October 23, 2016)

 

Part 13.  The provisions of Parts 3, 6, and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2017 (January 1, 2017).

 

Part 14.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 3, 2017 (January 29, 2017).

 

Part 15.  The provisions of Part 7 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2017 (February 26, 2017).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 16.  This ordinance will take effect and be in force from and after its passage and publication.
