Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $2,420,520 for a total estimated cost of these projects being $2,595,865.

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works. Body
Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and
Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:
4th and 12th Aldermanic Districts
Bridge Bicycle Plating N. Emmber Ln. (B-40-0605) and N. Plankinton Ave. (P-40-0539) over the Menomonee River (ST320142401) (2246-01-00) File Number 141586: Install skid-resistant, solid surface plating on the North Emmber Lane and North Plankinton Avenue open grated lift bridges over the Menomonee River.

The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2017 construction season.
N. 97th St. - W. Sarasota Pl. to W. Fiebrantz Ave. (WT410170627) File Number 151848: Relaying water main. (Nonassessable Water Fund Budget Line 6410 -- $60,000). The total estimated cost for this project including the requested amount is $75,000. This project is anticipated to be completed during the 2017 construction season.

W. Vienna Ave. - N. 66th St. to W. Appleton Ave. (WT410170608) File Number 151521: Relaying water main. (Nonassessable Water Fund Budget Line 6410 -- $480,000). The total estimated cost for this project including the requested amount is $505,000. This project is anticipated to be completed during the 2017 construction season.

2017 High Impact paving projects ADA requirement work. (ST216160110) File Number 160696: Removing and replacing concrete curb and sidewalk ramps to meet ADA requirements, replace abutting pavement if necessary, sodding and grading. (Nonassessable High Impact Streets -- $1,350,000). The total estimated cost for this project including the requested amount is $1,400,000. This project is anticipated to be completed during the 2017 construction season.

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Engineer and the Commissioner of Public Works are hereby authorized to negotiate and enter into an agreement with the State of Wisconsin, Department of Transportation for the City to undertake construction management duties on the following project: Bridge Bicycle Plating (ST320142401) and, be it
Further Resolved, That the City Engineer is authorized to approve and make periodic payments to the State of Wisconsin, Department of Transportation after receipt of invoices from said State for the city’s share of the costs for said project: Bridge Bicycle Plating (ST329142491); and, be it
Further Resolved, That upon the completion of projects ; Bridge Bicycle Plating (ST320142401) and a determination of the actual costs, it is understood that if the City of Milwaukee’s share is less than the amount previously paid, the difference will be refunded to said City; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
