Title

Substitute resolution authorizing the Department of Employee Relations to issue a joint request- for-proposals with the Milwaukee Public Schools for the provision of dental benefits for City of Milwaukee employees.

Analysis

This resolution directs the Department of Employee Relations to initiate a joint request-for-proposal process with Milwaukee Public Schools for the provision of dental benefits for City employees.  The dental benefits shall be reasonably equivalent to those currently provided and shall commence January 1, 2018.

Body

Whereas, The current contracts between the City and CarePlus Dental, Anthem Dental Blue and MetLife for employee dental benefits were extended by Common Council Resolution Number 151559, adopted March 29, 2016, and shall expire on December 31, 2017; and

Whereas, The Department of Employee Relations recommends that dental benefits in 2018 and thereafter be reasonably equivalent to those currently provided; and

Whereas, Milwaukee Public Schools must also secure contracts for dental benefits for its employees; and

Whereas, The City engaged in a joint request-for-proposal process with Milwaukee Public Schools as directed by Common Council Resolution Number 121263, adopted January 15, 2013; and

Whereas, The City, by working jointly with Milwaukee Public Schools and consultant Willis Towers Watson, may obtain more favorable contract terms; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations is directed to initiate a joint request-for-proposal process with the Milwaukee Public Schools for the provision of dental benefits reasonably equivalent to those currently provided for employees for a contract term commencing on January 1, 2018; and, be it

Further Resolved, That following the request-for-proposal process, the Department of Employee Relations shall report to the Common Council on the outcome of the selection process for dental benefit providers.
