Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $681,000 for a total estimated cost of these projects being $3,793,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $681,000 with the total cost estimated to be $3,793,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
4th Aldermanic District
Area bounded by E. Michigan St., E. Clybourn St., N. Cass St. (vacated), and N. Lincoln Memorial Dr. (SM495160095): (TID Nonassessable Sewer Fund -- $20,000). The total estimated cost for this project including the requested amount is $1,500,000. This project is anticipated to be completed during the 2017 construction season.
E. Michigan St. - N. Jackson St. to N. Van Buren St. (WT410170722): Relaying water main and water main rehabilitation. (Nonassessable Water Fund Budget Line 5010 -- $2,000; Nonassessable Water Fund Budget Line 6410 -- $18,000). The total estimated cost for this project including the requested amount is $290,000. This project is anticipated to be completed during the 2017 construction season.

N. 5th St. - W. Juneau Ave. to W. McKinley Ave. (TID-48) (TD04884042): Paving the roadway with concrete. Laying a concrete curb and gutter. Laying concrete sidewalk. Doing all the necessary grading to said work. (TID Nonassessable Paving Fund -- $5,000). The total estimated cost for this project including the requested amount is $165,000. This project is anticipated to be completed during the 2017 construction season.

N. Concordia Ave. - N. 24th Pl. to N. 25th St. (SM495160094): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $78,000. This project is anticipated to be completed during the 2018 construction season.
N. 24th Pl. - W. Concordia Ave. to W. Hopkins St. (SM495160093): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $197,000. This project is anticipated to be completed during the 2018 construction season.

N. 34th St. - W. Garfield Ave. to W. North Ave. (SM495160092): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $113,000. This project is anticipated to be completed during the 2017 construction season.

Bridge Indirect and Administration (BR100170101): Preliminary engineering and administration of bridge projects. (City Share Non-assessable Structure Fund -- $150,000). The total estimated cost for this project is $150,000. This project is anticipated to be completed during the 2017 construction season.
Bridge Safety Inspection (BR100170102): Federal and State mandated safety inspection of in-service bridges. (City Share Non-assessable Structure Fund -- $200,000). The total estimated cost for this project is $200,000. This project is anticipated to be completed during the 2017 construction season.
Handicap Ramp work to meet ADA requirements - 2017 High Impact Projects (ST216170109): (Nonassessable High Impact Streets -- $50,000). The total estimated cost for this project including the requested amount is $900,000. This project is anticipated to be completed during the 2017 construction season.
Miscellaneous Bridge Design (BR100170103): Engineering related to various bridge maintenance projects. (City Share Non-assessable Structure Fund -- $200,000). The total estimated cost for this project is $200,000. This project is anticipated to be completed during the 2017 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
