Resolution relative to the cost participation and installation of traffic control devices in conjunction with the Federal State Aid paving of South 60th Street from West Cold Spring Road to West Morgan Avenue in the 11th Aldermanic District at a total estimated cost of $243,752.01, with an estimated grantor share of $140,000, an estimated City of Milwaukee share of $85,220.70, and an estimated City of Greenfield share of $18,531.31.
Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to enter into a funding agreement with the Wisconsin Department of Transportation for installation of traffic control improvements in conjunction with the Federal State Aid paving of South 60th Street from West Cold Spring Road to West Morgan Avenue in the 11th Aldermanic District at a total estimated cost of $243,752.01 with an estimated grantor share of $140,000, an estimated City of Milwaukee share of $85,220.70, and an estimated City of Greenfield share of $18,531.31, and to install these improvements upon execution of the agreement. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. The total estimated cost of the entire project is $5,648,202.01, with a grantor share of $4,335,560, a City of Milwaukee share of $1,294,110.70, and a City of Greenfield share of $18,531.31.
Body
Whereas, The Project Agreement for the paving of South 60th Street from West Cold Spring Road to West Morgan Avenue was approved by the Common Council under File Number 140427; and,
Whereas, The Surface Transportation Program provides cost participation for traffic control improvements in conjunction with the paving of highways located on the Federal State Aid Highway System; and
Whereas, The total estimated cost of this project is $211,958.27 for the alteration and upgrade of traffic control signals and the upgrade of traffic control signs; and
Whereas, The total estimated cost for state review for the project is $31,793.74; and
Whereas, $85,220.70 is not reimbursable and is included in the Division’s 2017 Capital Purpose Project Grant Number ST320170000; and
Whereas, Three-quarters of the estimated local share of improvements to the traffic signal at West Cold Spring Road and South 60th Street, or $18,531.31, is billable to the City of Greenfield per a 1968 agreement; and
Whereas, $114,565.01 is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2017 Capital Grant and Aids Projects Fund Project Grant Number SP032170100; and
Whereas, $25,434.99, is non-reimbursable from the Wisconsin Department of Transportation; and
Whereas, The State cannot proceed with any project cost overruns and changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreement and are directed to execute the agreement with the Wisconsin Department of Transportation for the installation of traffic control facilities in conjunction with the improvements to South 60th Street from West Cold Spring Road to West Morgan Avenue with unit prices based on a predetermined estimate prepared under the Federal State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and be it
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install and modify traffic control facilities in conjunction with the improvements to South 60th Street from West Cold Spring Road to West Morgan Avenue; and, be it
Further Resolved, That upon completion of the project, the City of Greenfield will be billed three-quarters of the local share of the actual cost of traffic signal improvements at West Cold Spring Road and South 60th Street; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
