Analysis

This ordinance clarifies annual reporting requirements for the health department and the office of violence prevention.  The commissioner of health shall provide an annual report in the first 6 months of each calendar year of the health department’s impact on health-related issues to the mayor and the common council. The report shall include an analysis of the quantifiable impact the actions of the health department have had on the trends of the health-related issues in the preceding year, including an analysis of how specific health department actions contributed to measurable changes in the status of the health-related issues in the city.

 

The commissioner of health shall also provide an annual report in the first 6 months of each calendar year of the office of violence prevention’s impact on violence in the city to the mayor and the common council. The report shall include an analysis of the quantifiable impact the actions of the office of violence prevention have had on the trends of the violence-related health issues in the preceding year, including an analysis of how specific office of violence prevention actions contributed to measurable changes in the status of the violence-related health issues.

 

This ordinance also amends how grant activity reports shall be prepared for all grants administered by the health department. Grant activity reports shall:

1.                     Be presented to the appropriate common council committee in the first 6 months of each calendar year.

 

2.                     Include a description of metrics for measuring the success of the grant operation in relation to the grant’s goals and objectives in addressing health-related issues.

 

3.                     Include a measurement of all grant operations to date in relation to the metrics identified in addressing the health-related issues.

 

4.                     Include an analysis of the statistically quantifiable impact the actions of the health department have had on the grant’s goals and objectives, including a discussion of how specific health department actions contributed to measurable changes in the health-related issues intended to be addressed through the operation of the grant.

 

Body                                          

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 59-3-3-0 of the code is amended to read:

 

59-3. Administration.

 

3. REPORTS. The commissioner of health shall provide an annual report >>in the first 6 months of each calendar year<< of the health department’s [[activities]] >>impact on health-related issues<< to the mayor and the common council and report more frequently as the mayor or the common council may find proper. The annual report shall include:

 

Part 2. Section 59-3-3-b of the code is amended to read:

 

b.                     The status of health-related issues, including trends >>over the preceding 5 years<< and emerging issues.

 

Part 3. Section 59-3-3-c to f of the code is renumbered 59-3-3-d to g.

 

Part 4. Section 59-3-3-c of the code is created to read:

 

c.                     An analysis of the quantifiable impact the actions of the health department have had on the trends identified in par. b in the preceding year, including an analysis of how specific health department actions contributed to a measurable change in the status of each health-related issue.

 

 

Part 5. Section 59-3-4 of the code is created to read:

 

4. OFFICE OF VIOLENCE PREVENTION REPORTS. The commissioner of health shall provide an annual report in the first 6 months of each calendar year of the office of violence prevention’s impact on violence in the city to the mayor and the common council and report more frequently as the mayor or the common council may find proper. The annual report shall include:

 

a.                     The office of violence prevention’s programs and services.

 

b.                     The status of violence-related health issues, including trends over the preceding 5 years and emerging issues.

 

c.                     An analysis of the quantifiable impact the actions of the office of violence prevention have had on the trends identified in par. b in the preceding year, including an analysis of how specific office of violence prevention actions contributed to a measurable change in the status of each violence-related health issue.

 

d.                     The office of violence prevention’s accomplishments and challenges.

 

e.                     Initiatives undertaken or planned to be undertaken by the office of violence prevention.

 

f.                     Violence-related statistics and other related information.

 

g.                     Any information requested by the mayor or the common council.

 

Part 6. Section 304-81-6-f-0 of the code is amended to read:

 

304-81. Grant Projects and Programs.

 

6. EXPENDITURE OF GRANT FUNDS AND GRANT FINANCIAL REPORTING.

 

f. Grant activity reports. The administering city department shall be responsible for the preparation of grant activity reports, if required, relating to the meeting of goals and objectives of the grant. Copies of the final reports, if required by the grantor agency, shall be sent to the city comptroller, the department of administration and the legislative reference bureau. >>Grant activity reports shall be prepared for all grants administered by the health department and shall:<<

 

 

Part 7. Section 304-81-6-f-1 to 4 of the code is created to read:

 

f-1.                     Be presented to the appropriate common council committee in the first 6 months of each calendar year.

 

f-2.                     Include a description of metrics for measuring the success of the grant operation in relation to the grant’s goals and objectives in addressing health-related issues.

 

f-3.                     Include a measurement of all grant operations to date in relation to the metrics identified in subd. 2 in addressing the health-related issues.

 

f-4.                     Include an analysis of the statistically quantifiable impact the actions of the health department have had on the grant’s goals and objectives, including a discussion of how specific health department actions contributed to measurable changes in the health-related issues intended to be addressed through the operation of the grant.
