Title
Substitute resolution relative acceptance and funding of a 2016/19 COPS Hiring Program (CHP) Grant.
Analysis
This resolution authorizes the Milwaukee Police Department to accept and fund a COPS Hiring Program (CHP) Grant from the U.S. Department of Justice, Office of Community Oriented Policing Services in the amount of $4,601,160 with a city share of 2,726,160 and a grantor share of $1,875,000. The purpose of this project is to hire 15 additional police officers to enhance community policing efforts.
Body
Whereas, Under the terms of CFDA #16.710, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Community Oriented Policing Services; and
Whereas, The operation of this grant from 09/01/16 to 08/31/19 would cost $4,601,160, of which 41% would be provided by the grantor, and 59% would be provided by the City; and
Whereas, The Milwaukee Police Department will hire 15 new officers for enhanced community policing efforts, and
Whereas, The Milwaukee Police Department is required to maintain these 15 police officer positions for a minimum of 12 months following the 36-month federal funding period; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2016 Special Revenue-Grant and Aid Projects, the following amount for the program titled: COPS Hiring Grant

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and be it
Further Resolved, That the Common Council directs that the 2017 positions ordinance be amended to add footnote (V) as follows:
