Minutes note: Mr. Askin said that the applicants want to replace the slate roof with a synthetic slate as well as the roof on the turret. The house was built in the 1850s and was on a multi-acre site and is the oldest house in the district and the oldest house in the city limits still currently in single-family use. The roof report says that it needs repatching and reflashing, but is not in imminent failure. There is no evidence that a wholesale replacement needs to be done, per Mr. Askin. This house is the house on the Concordia neighborhood poster. Ald. Bauman said he understand the economic argument particularly when the value of the house is below the cost of replacing the roof. Ald. Bauman thinks a policy needs to be set relating to slate roofs. Per Mr. Askin, the Wisconsin Historical Society generally disapproves of everything from this manufacturer. Andrew Larson and Jason Tetzlaff -- owners Mr. Larson is a historian and respects the house, but thinks the condition of the roof is a long-term threat to the house. Per a slate-roofing expert, the roof needs to be replaced very, very soon as it was replaced in the 1950s or 1960s with a poor-quality slate, which is no longer being manufactured. The gutters were also improperly attached over the slate, rather than under the slate. How the roof railing is attached is also compromising the roof. The owners think the company's other products are good and Enviroslate, which they are proposing, has been approved by other preservation committees in Virginia. Mr. Jarosz would like some written estimates on the cost to replace with slate and asphalt. The asphalt would be to help preserve the building, per Ms. Pieper Eisenbrown, as was mentioned at the last hearing of the Commission. The east and south sides are the most degraded due to damage from the sun. The applicants will return with estimates.
