Title

A substitute ordinance to further amend the 2017 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Administration, Assessor’s Office, Department of City Development, City Treasurer, Common Council - City Clerk, Deferred Compensation Plan, Department of Employee Relations, Fire and Police Commission, Health Department, Library, Department of Public Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 160594 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Administration, Budget and Management Division, Office of the Director”, delete one position of “Emergency Communications & Policy Director”.

 

Under “Assessor’s Office, Real Property”, add footnote designation “(Y)” to one position of “Assessment Operations Director”.

 

Under “Department of City Development, General Management and Policy Development Decision Unit, Real Estate and Development”, add footnote designation “(Y)” to one position of “Real Estate Coordinator II (A)”.

 

Under “City Treasurer, Executive Office”, add footnote designation “(Y)” to one position of “Program Assistant III”.

 

Under “Administration and Tax Enforcement Division, add footnote designation “(Y)” to two positions of “Program Assistant II”, one position of “Tax Collection and Enforcement Coordinator”, and two positions of “Tax Enforcement Specialist”.

 

Under “Customer Services Division”, add footnote designation “(Y)” to one position of “Customer Services Manager”, one position of “Customer Services Specialist”, five positions of “Customer Service Representative II”, and two positions of “Customer Service Representative II (0.50 FTE)”.

 

Under “Financial Services Division”, add footnote designation “(Y)” to one position of “Accounting Assistant I” and one position of “Accounting Assistant I (0.50 FTE)”.

 

Under “Revenue Collection Division”, add footnote designation “(Y)” to one position of “Revenue Collection Manager”, one position of “Lead Teller”, and two positions of “Teller”.

 

Under “Common Council - City Clerk, Office of African American Affairs”, add one position of “Community Plan Manager”.

 

Under “Deferred Compensation Plan”, add one position of “Office Assistant III”.

 

Under “Department of Employee Relations, Administration Division, Office of Diversity & Outreach”, add one position of “Diversity Recruiter”.

 

Under “Fire and Police Commission”, add one position of “Emergency Communications & Policy Director”.

 

Under “Health Department”, amend the following footnotes to read as follows:

 

“(B)                     To expire 12/31/17 unless the Sexually Transmitted Diseases Grant-HIV Prevention, available from the State of Wisconsin Department of Health Services, is extended.” 

 

“(C)                     To expire 12/31/17 unless the Women’s, Infant’s and Children’s Grant, available from the Wisconsin Department of Health Services, is extended.”

 

“(F)                     To expire 12/31/17 unless the Sexually Transmitted Diseases Grant-STD Infertility Prevention, available from the State of Wisconsin Department of Health Services, is extended.” 

 

“(J)                       To expire 12/31/17 unless the Maternal and Child Health Grant is extended.”

 

“(Z)                       To expire 12/31/17 unless the Childhood Lead Detection Grant is extended.”

 

“(DD)                     To expire 12/31/17 unless the Immunization Action Plan Grant is extended.”

 

“(HH) To expire 12/31/17 unless the Hepatitis B Immunization Grant is extended.  A portion of the Health Interpreter Aide may be funded by the Immunization Action Plan Grant.”

 

“(BBB)                     To expire 12/31/17 unless the Dual Protection Partnership Initiative from the State of Wisconsin Division of Public Health-Family Planning Program (DPH-FP) and the Family Planning Health Services, Inc. (FPHS, Inc.) is extended.”

 

“(HHH)  To expire 12/31/17 unless the Medical Assistance (MA) Outreach Forward Health Grant from the State of Wisconsin Department of Health Services is extended. Partially funds one position of Public Health Educator II.”

 

Under “Disease Control and Environmental Health Services Division, Home Environmental Health”, add footnote designation “(Z)” to one position of “Home Environmental Health Manager(X)(Y)(RR)(TT)(QQ)”.

 

Under “Sexually Transmitted Disease Clinic”, delete ten positions of “Disease Intervention Specialist (X)(B)(F)(BBB)(D)” and add eight positions of “Disease Intervention Specialist (X)(B)(F)(D)”.

 

Under “Family and Community Health Services Division, Plain Talk Initiative”, delete footnote designations “(PPP)” and “(BBB)” from and add footnote designation “(J)” to one position of “Health Project Coordinator-Plain Talk (X)(Y)(PPP)(BBB)”.

 

Under “Women’s, Infant’s and Children’s Nutrition Program Grant (C)”, delete one position of “Dietetic Technician (X)(C)(Q)”, delete one position of “Office Assistant III (X)(C)”, and add one position of “Administrative Assistant IV (X)(C)”.

 

Under “Library, Branch Library, Branch Library Services Pool”, add ten positions of “Student Intern”.

 

Under “Department of Public Works - Parking Fund, Parking Administration/Meters”, add footnote designation “(Y)” to one position of “Parking Operations Manager”.

 

Part 2.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 3.  This ordinance will take effect and be in force from and after its passage and publication.
