Title
Resolution authorizing the transfer of funds from the Capital Improvements-Advance Planning Fund account to a subaccount for the preparation of a design charrette for the Granville Business Improvement District, in the 9th Aldermanic District.

This resolution transfers $10,000 in funds from the 2016 Capital Improvements-Advance Planning Fund account into a subaccount for a design charrette for the Granville Business Improvement District.
Body
Whereas, On February 5, 2008, the Common Council of the City of Milwaukee (“Common Council”) approved the Northwest Side Area Plan as one of the components of the Comprehensive Plan; and
Whereas, The City of Milwaukee (“City”) Department of City Development (“DCD”) is working with the Granville Business Improvement District (“BID No. 48”) and other area stakeholders, including residents and business owners, to develop a Strategic Action Plan to recommend strategies to redevelop and reinvent the commercial corridors, strengthen the industrial core, strengthen workforce training and prioritize architectural, urban design and streetscape improvements, including exploring redevelopment and design solutions for specific, underutilized sites along the corridors; and
Whereas, BID No. 48 will participate in a design charrette with the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”), focusing on five to six high-priority commercial corridor redevelopment sites; and
Whereas, CDS has conducted several design charrettes in neighborhoods throughout Milwaukee that have led to the redevelopment of properties; and
Whereas, The City typically provides a financial match to the Business Improvement District contribution to conduct these design charrettes; and
Whereas, The design charrette will provide a vision for redevelopment of high-priority, underutilized sites along the West Brown Deer Road and North 76th Street commercial corridors within BID No. 48, including exploring potential changes in land use; and
Whereas, The results of the charrette will be incorporated into the Granville Strategic Action Plan that will be submitted to the Common Council for adoption as an amendment to the Northwest Side Area Plan upon completion; and
Whereas, The current unencumbered balance in the Capital Improvements-Advance Planning Fund cannot be expended unless the funds are transferred to a specific subaccount; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amount of $10,000 from the Capital Improvements-Advance Planning Fund Account No. UR01216000A to be allocated to the Granville Charrette Subaccount No. UR01280143 to be used by DCD for a design charrette in the amount of $10,000; and, be it
Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, for the design charrette for the Granville Strategic Action Plan.
