Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $136,000 for a total estimated cost of these projects being $901,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $136,000 with the total cost estimated to be $901,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
N. Green Bay Ave. - N. 13th St. to W. Congress St. (SM495160083): Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $111,000. This project is anticipated to be completed during the 2017 construction season.
4th Aldermanic District
N. Jackson St. - E. Mason St. to E. Wells St. (SM495160082): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $109,000. This project is anticipated to be completed during the 2017 construction season.
E. Mason St. - N. Jefferson St. to N. Van Buren St. (SM495160081): Combined sewer relay and lining. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $82,000. This project is anticipated to be completed during the 2017 construction season.

N. 22nd St. - W. Locust St. to W. Chambers St. (SM495160084): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $159,000. This project is anticipated to be completed during the 2017 construction season.
N. 27th St. - W. Auer Ave. to 100 feet north of W. Auer Ave. (SM495160085): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $34,000. This project is anticipated to be completed during the 2017 construction season.
N. 27th St. - W. Burleigh St. to 300 feet north of W. Burleigh St. (SM495160086): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $81,000. This project is anticipated to be completed during the 2017 construction season.

South Howell Avenue Bioswales: S. Howell Ave. - E. Grange Ave. to E. Layton Ave. (SM499160118): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $5,000). The total estimated cost for this project including the requested amount is $50,000. This project is anticipated to be completed during the 2018 construction season.
City Wide
Bridge Indirect and Administration (BR100160101): Preliminary engineering and administration of bridge projects. (City Share Non-assessable Structure Fund -- $50,000, Additional Funds (File Number 151288). The total estimated cost for this project including the requested amount is $175,000. This project is anticipated to be completed during the 2016 construction season.

W. Edgerton Ave. - S. 27th St. to W. Loomis Rd. (WT410170011): Hydrant alteration and water main alteration. (Nonassessable Water Fund Budget Line 5010 -- $2,000; Nonassessable Water Fund Budget Line 6410 -- $13,000). The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2017 construction season.

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
