Substitute resolution creating Neighborhood Improvement District No. 6 (Historic Garden Homes) and approving its Initial Operating Plan, in the 1st Aldermanic District.
Analysis
This substitute resolution establishes a Neighborhood Improvement District, pursuant to Wisconsin Statutes, for the area generally bounded by West Hampton Avenue at North 27th Street proceeding east on the south side of West Hampton Avenue to North Teutonia Avenue; proceeding south on the west side of North Teutonia Avenue to West Roosevelt Drive; proceeding east on the north side of West Roosevelt Drive to North 27th Street; and proceeding north on the east side of North 27th Street to end at West Hampton Avenue. Also, this substitute resolution adopts an Initial Operating Plan and budget for the NID, creates a District Board and authorizes special assessments on taxable properties in the NID.

Whereas, The Historic Garden Homes neighborhood is a vital and integral part of the City of Milwaukee (“City”); and

Whereas, A Neighborhood Improvement District (“NID” or “District”), as authorized by Section 66.1110, Wisconsin Statutes, provides a financing method to allow the Historic Garden Homes neighborhood to become self-sustaining; and

Whereas, Several property owners in the proposed NID have submitted petitions requesting the City to establish a NID in the area; and

Whereas, An Initial Operating Plan has been prepared, a copy of which is attached to this Common Council File, which describes proposed activities within the District and which acts in accordance with applicable Wisconsin Statutes; and

Whereas, Said Initial Operating Plan has been reviewed and adopted by the City Plan Commission following a public hearing; now, therefore, be it
