Title

Substitute resolution authorizing the expenditure of funds from the Keeping the Promise Special Purpose Account for use in Promise Zones. 

Analysis

This resolution directs the City Clerk to expend up to $404,271 from the Keeping the Promise Special Purpose Account for payment of Keeping the Promise partners in accordance with a funding allocation plan set forth in the resolution, subject to receipt of satisfactory activity reports from DOA-Community Block Grants Administration.

Body

Whereas, The City’s 2017 Budget provides $472,000 in funding for a new Keeping the Promise Special Purpose Account (“SPA”); and

 

Whereas, The purpose of this SPA is to provide resources to improve public safety, employment opportunities, and educational attainment in 7 target neighborhoods (Silver City, Clarke Square, Kosciuszko Park, Amani, Harambee, Garden Homes, and Woodland/ Meadows), 6 of which are in the City’s Promise Zones; and

 

Whereas, The SPA funding will be used to support community-based organizations’ neighborhood clean-up crews and senior citizen homeowner assistance programs, as well as for expanding job-training opportunities through the City’s management trainee program, labor trainees on City capital projects, and Library Circulation Interns; and

 

Whereas, The Department of Administration-Community Development Grants Administration has identified the following organizations/programs and funding amounts for support from the Keeping the Promise SPA:

; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Clerk is directed to expend up to $404,271 from the Keeping the Promise Special Purpose Account (0001 1310 S239 006300) for payment of Keeping the Promise partners in accordance with the funding allocation set forth above; and, be it

 

Further Resolved, That release of these funds is conditioned upon the City Clerk receiving, from the Office of Community Development Grants Administration, satisfactory activity reports from each partner entity; and, be it

 

Further Resolved, That the appropriate City officials are authorized to execute a contract or memorandum of understanding with each Keeping the Promise partner relating to performance of Keeping the Promise activities and compensation for those activities.
