Title

A substitute ordinance to further amend the 2017 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Administration, Assessor, Department of City Development, Common Council - City Clerk, Department of Employee Relations, Employes’ Retirement System, Fire and Police Commission, Health, Library, Mayor, Department of Neighborhood Services, Police Department, Department of Public Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1BX, delete “Medical Assistant Program Supervisor” and replace with “Medical Assistance Program Supervisor”.

 

Part 2.  Part 1, Section 4 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2017 - January 1, 2017):

 

                     Under Pay Ranges 831through 842 delete the current rates of pay and substitute therefor the following rates of pay for those employees hired prior to October 3, 2011 who make the member contribution to the ERS per the City/MPSO labor agreement will receive the following rates of pay:

Amend footnote designation “(3)” which should read as follows: “(3) Effective Pay Period 1, 2015, an employee who has attained or maintained an Associate’s Degree or 64 Credits shall be paid the following biweekly rates: 2,972.97, 3,084.27, 3,200.09, 3,320.50, 3,445.67, 3,575.95.”

 

Amend footnote designation “(4)” which should read as follows: “(4) Effective Pay Period 1, 2015, an employee who has attained or maintained a Bachelor’s Degree shall be paid the following biweekly rates: 2,997.09, 3,108.40, 3,224.20, 3,344.60, 3,469.80, 3,600.08.”

 

Amend footnote designation “(5)” which should read as follows: “(5) Effective Pay Period 1, 2015, an employee who has attained or maintained a Master’s Degree or Higher shall be paid the following biweekly rates: 3,006.75, 3,118.04, 3,233.85, 3,354.25, 3,479.46, 3,609.72.”

Amend footnote designation “(4)” which should read as follows: “(4) Effective Pay Period 1, 2015, an employee who has attained or maintained a Master’s Degree or Higher shall be paid the following biweekly rates: 4,211.93, 4,373.97, 4,542.36, 4,717.55, 4,899.74, 5,089.20.”

 

 

Under Pay Ranges 831 through 842 delete the current rates of pay and substitute therefor the following rates of pay for those employees hired on or after October 3, 2011 or for those employees who otherwise do not meet the conditions specified in the salary ordinance to receive the higher rate of pay for the position will receive the following rates of pay:

Part 3.  Part 1, Section 9 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 9BN, remove designation “1” from the title “High School Intern” and delete footnote 1 in its entirety.

 

Under Pay Range 9CN, remove designation “1” from the title “Library Circulation Aide” and delete footnote 1 in its entirety.

 

Under Pay Range 9EN, delete the title “Document Services Assistant” and delete footnotes “1” and “2” in their entirety.

 

Under Pay Range 9GN, remove designation”1” from the title “Legislative Services Aide” , remove designation “2” from the titles “School Crossing Guard” and “School Crossing Guard Operator“;  and delete footnotes 1and 2 in their entirety.

 

Under Pay Range 9HN, delete the title “Urban Forestry Intern (1)” and delete footnote 1 in its entirety.

 

Under Pay Range 9IN, remove designation “1” from the title “College Intern” and delete footnote 1 in its entirety.

 

Under Pay Range 9JN, remove designation “1” from the title “Production Assistant” and delete footnote 1 in its entirety.

 

Under Pay Range 9MN, delete the title “Police Telecommunicator(Seasonal)” and delete footonotes 1and 2 in their entirety.

 

Under Pay Range 9PN, remove designation “2” from “Graduate Intern” and delete footnote 2 in its entirety.

 

Part 4.  Part 2, Section 4 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2016 - December 20, 2015):

 

In Part II of the Salary Ordinance, “Section 4 - Salary Advancement and Salary Anniversary Dates, Item E. Exceptions and Exclusions”, delete “5)” in its entirely and replace with the following:

 

“5) Positions in Section 8 - Service and Maintenance that are represented by the Teamsters to receive a one-time salary adjustment effective pay period 1, 2016 (December 20, 2015) as detailed in Common Council File #160980 and guidelines established by DER.”

 

Part 5.  Part 2, Section 9 of ordinance File Number 160596 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

In Part II:  Section 9 - Supplemental Pay Practices, letter “G. Snow and Ice Control Operations”, delete the paragraph in its entirety and replace paragraph to show removal of an obsolete title “Driving Training Instructors” as follows: 

 

G. Snow and Ice Control Operations:  Bonus payments for support personnel in the Operations Division, Fleet Services Section who work during Snow and Ice Control Operations. Support personnel in the Operations Division, Fleet Services Section shall receive a one ($1) dollar per hour premium for all time worked outside of their normal schedule during snow and ice control operations. These bonus payments shall also be paid to support personnel in the Fleet Services Repairs Unit at the Central Repair Garage for all time worked outside of their normal schedule repairing snow plow blades and to Repairs Unit personnel for time worked outside of their normal schedule on a snow related assignment during the winter season. These support personnel shall be Operations Division employees in the Fleet Services Section, Stock Room or Tire Shop employees in the Administration Section or Garage Attendants, Garage Custodians, Field Service Mechanics, Communications Assistants III or IV in the Operations Section.”

 

Part 6.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 7.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2016 (December 20, 2015).

 

Part 8.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2017 (January 1, 2017).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
