Title

Substitute resolution amending Common Council File #150993 relative to the acceptance and funding of the 2016 Women, Infants and Children’s (WIC) Grant from the State of Wisconsin Department of Health Services.

 

Analysis

This resolution amends Common Council File #150993 relative to acceptance and funding of the 2016 Women, Infants and Children’s Grant from the State of Wisconsin Division of Health Services. This grant provided for a Grantor share total of $1,623,423 (89%) and Program Income of $200,000 (11%). The purpose of the project is to prevent nutrition-related health problems and to improve the health status of low-income, at-risk pregnant or breast-feeding women, infants and children up to the age of five years.

Body

Whereas, Common Council Resolution #150993 authorized the Health Department to accept and fund the 2016 Women, Infants and Children’s Grant from the State of Wisconsin Division of Health and Family Services for the purpose of preventing nutrition-related health problems and to improve the health status of low-income, at-risk pregnant or breast-feeding women, infants and children up to the age of five years.  This grant provided for a Grantor share total of $1,607,297 (89%) and Program Income of $200,000 (11%); and

 

Whereas, the total expenditures of this program has been increased by $16,126 to a total of $1,623,423 of which all is provided by the grantor in addition to Program Income of $200,000; and

 

Whereas, A portion of the operation of this grant project from 01/01/16 to 12/31/16 would now cost $1,823,423 comprised of $1,623,423 (89%) grantor share and $200,000 (11%) Program Income; and

 

Whereas, The remaining portion of the WIC Fit Families operation of this grant project from 10/01/16 to 09/30/17 would cost $28,814 entirely provided by the grantor; now, therefore, be it

 

 

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2016 Special Revenue-Grant and Aid Projects fund the following amounts for the programs titled WIC Grant and WIC Fit Families Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project level values; budget to these Project/Grant Values the amount required under the grant agreement; and, be it

 

                                                      Resolved, By the Common Council of the City of Milwaukee that application to the State of Wisconsin Division of Health Services is authorized and the Health Department shall accept such a grant without further Common Council approval unless the terms of the grant changes as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the Common Council directs that the 2016 Positions Ordinance C.C. File Number 150505 should be amended as follows:

AMEND footnote (Q) to read as follows:

 

To expire 09/30/17 unless the FIT Families (WIC) from the State of Wisconsin Department of Health Services, is extended.
