Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $188,000 for a total estimated cost of these projects being $7,294,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $188,000 with the total cost estimated to be $7,294,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
4th Aldermanic District
N. 16th St. (extended) - W. State St. to W. Highland Ave. (SM495160068): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $87,000. This project is anticipated to be completed during the 2017 construction season.
4th, 6th, and 7th Aldermanic Districts
Various Locations in System 3016 (SM495160069): Sewer examinations by contract. (Nonassessable Sewer Maintenance Relay Fund -- $20,000). The total estimated cost for this project including the requested amount is $530,000. This project is anticipated to be completed during the 2017 construction season.
6th Aldermanic District
W. Groeling Ave. - N. 14th St. to N. Teutonia Ave. (SM495160071): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $126,000. This project is anticipated to be completed during the 2017 construction season.
N. 14th St. - W. Locust St. to W. Groeling Ave. (SM495160070): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $79,000. This project is anticipated to be completed during the 2017 construction season.

S. 31st St. - W. Madison St. to W. Greenfield Ave. (SM495160072): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $56,000. This project is anticipated to be completed during the 2017 construction season.

S. 60th St. - W. Cold Spring Rd. to W. Morgan Ave. (WT410170006): Hydrant alteration. (Nonassessable Water Fund Budget Line 5010 -- $2,000; Nonassessable Water Fund Budget Line 6410 -- $13,000). The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2017 construction season.
12th Aldermanic District
S. 18th St. - W. Scott St. to W. Greenfield Ave. (SM495160073): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $197,000. This project is anticipated to be completed during the 2017 construction season.
Windlake Avenue Bioswale Project: S. 19th St. at W. Windlake Ave. (SM499160114): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $1,000). The total estimated cost for this project including the requested amount is $50,000. This project is anticipated to be completed during the 2016 construction season.

Building Sanitary Sewer Lateral Lining in an area bounded by W. Layton Ave. to W. Edgerton Ave. from S. 20th St. to S. 27th St. (SM494160201): Sanitary sewer lining.
(Infiltration/Inflow Reduction Fund -- $50,000). The total estimated cost for this project including the requested amount is $2,626,000. This project is anticipated to be completed during the 2017 construction season.

N. 20th St. - W. Brown St. to 115 feet south of W. Garfield Ave. (SM495160074): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost for this project including the requested amount is $483,000. This project is anticipated to be completed during the 2016 construction season.
City Wide
Bioretention Maintenance Contract (SM499160117): Stormwater Quality projects to meet TMDL requirements. (Nonassessable Storm Water Quality Fund --$1,000).
The total estimated cost for this project including the requested amount is $175,000. This project is anticipated to be completed during the 2016 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
