Title

A substitute ordinance to further amend the 2016 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes positions in the following departments:

Assessor’s Office, City Clerk, Deferred Compensation Plan, Department of Employee Relations, Employes’ Retirement System, Health Department, Police Department, Department of Public Works

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows:

 

Under  “Health Department, Disease Control & Environmental Health Services Division, Sexually Transmitted Disease Clinic”, delete eight positions of “Disease Intervention Specialist (X)(B)(F)(BBB)” and add ten positions of “Disease Intervention Specialist (X)(B)(F)(BBB)(D)”.

 

Under “Family and Community Health Services Division, Empowering Families of Milwaukee Program”, delete two positions of “Health Project Coordinator-MCHVP (X)(E)(Y), delete four positions of “Public Health Nurse 3 (X)(G)(EEE)”, delete five positions of “Public Health Nurse 3 (X)(G)”, delete three positions of “Public Health Social Worker (X)”, delete one position of “Public Health Social Worker (X)(E)”, add three positions of “Health Project Coordinator-MCHVP (X)(E)(Y)”, add six positions of “Public Health Nurse 3(X)(G)(E)”, add ten positions of “Public Health Social Worker (X)(E)”, and amend footnote “(E)” to read as follows:

 

“(E)                     To expire 09/30/17 unless the Family Foundations Comprehensive Home Visiting Grant is extended.”

 

Under “Laboratory Services Division”, delete one position of “Laboratory Information Systems Specialist”, add one position of “Laboratory Information Systems Specialist (D)”, and add one position of “IT Support Specialist (D)”.

 

Under “Microbiological Division”, delete four positions of “Microbiologist II”, add five positions of “Microbiologist II (D)”, and add footnote “(D)” to read as follows:                                                               

 

“(D)                     To expire 07/31/17 unless the Epidemiology and Laboratory Capacity Grant is extended.  Also partially funds one microbiologist II, and one laboratory information systems specialist.”                     

 

Under “Police Department, Risk Management Bureau, Open Records Section”, add one position of “Open Records Legal Advisor”.

 

Part 2.  Section 1 of ordinance File Number 150505 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2016 - September 25, 2016):

 

Under “Assessor’s Office, Systems and Administration Division”, delete one position of “Systems Analyst - Project Leader Manager”, delete one position of “Property Systems Administrator”, add one position of “Business Systems Manager”, and add one position of “Business Systems Administrator”.

 

Under “Common Council - City Clerk, Central Administration Division”, delete one position of “Administrative Specialist” and add one position of “Community Outreach Liaison”.

 

Under “Deferred Compensation Plan, delete one position of “Administrative Assistant IV” and add one position of “Deferred Compensation Plan Coordinator”.

 

Under “Department of Employee Relations, Administration Division, Business Section”, delete one position of “Fiscal and Risk Manager”.

 

Under “Department of Employee Relations - Employee Benefits Division”, add one position of “Benefits and Wellness Coordinator”.

 

Under “Employes’ Retirement System, Management Support Services”, delete one position of “Office Supervisor II” and add one position of “Administrative Assistant IV”.

 

Under “Health Department”, add one position of “Public Health Nursing Director (X)(Y)”.

 

Under “Disease Control and Environment Health Services Division, Sexually Transmitted Disease Clinic”, delete one position of “Nursing Practice Manger (X)(Y)”.

 

Under “Department of Public Works - Infrastructure Services Division, Transportation Infrastructure, Construction Management”, delete four positions of “Management Civil Engineer - Senior” and add four positions of “Construction Management Engineer”.

                     

Part 3.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 4.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2016 (September 25, 2016).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 5.  This ordinance will take effect and be in force from and after its passage and publication.
