Title

Resolution authorizing the transfer of funds from the Capital Improvements-Advance Planning Fund account to a subaccount for the preparation of a design charrette for South 27th Street, in the 11th and 13th Aldermanic Districts.

Analysis

This resolution transfers $10,000 in funds from the 2016 Capital Improvements-Advance Planning Fund account into a subaccount for a design charrette for South 27th Street.

Body

Whereas, On October 29, 2008, the Common Council of the City of Milwaukee (“Common Council”) approved the Southeast Side Area Plan as one of the components of the Comprehensive Plan; and

 

Whereas, On December 22, 2009, the Common Council approved the Southwest Side Area Plan as one of the components of the Comprehensive Plan; and

 

Whereas, In December 2015, the South 27th Street Business Association, which is a multi-jurisdictional organization, with a mission to ensure the long-term preservation and vitality of the South 27th Street commercial corridor, requested that the City of Milwaukee (“City”) Department of City Development (“DCD”) develop a Strategic Action Plan to address several concerns along the corridor, including aging facades and signage, pedestrian and non-motorized connections, landscaping and “curb appeal,” identifying ways that South 27th Street can remain competitive in the future and exploring redevelopment and design solutions for specific, underutilized sites along the corridor; and

 

Whereas, The South 27th Street Business Association will participate in a design charrette with the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”) focusing on five to six high-priority commercial corridor redevelopment sites; and

 

Whereas, CDS has conducted several design charrettes in neighborhoods throughout Milwaukee that have led to the redevelopment of properties; and

 

Whereas, The City typically provides a financial match to the business improvement district contribution to conduct these design charrettes; and

 

Whereas, The City of Greenfield also has agreed to provide a financial match to the business improvement district contribution to conduct this design charrette for sites located along South 27th Street in the City of Greenfield; and

 

Whereas, The design charrette will provide a snapshot of the current commercial conditions and form a vision for future commercial redevelopment along South 27th Street at specific underutilized sites; and

 

Whereas, The current unencumbered balance in the Capital Improvements-Advance Planning Fund cannot be expended unless the funds are transferred to a specific subaccount; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amount of $10,000 from the Capital Improvements-Advance Planning Fund Account No. UR01216000A to be allocated to the South 27th Street Corridor Subaccount No. UR01280141 to be used by DCD for a design charrette in the amount of $10,000; and, be it

 

Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, for the design charrette for the South 27th Street Strategic Action Plan.
