Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $185,800 for a total estimated cost of these projects being $2,895,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $185,800 with the total cost estimated to be $2,895,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
4th Aldermanic District
N. Harbor Dr. - E. Chicago St. to E. Michigan St. (WT410160013): Hydrant alteration. (Nonassessable Water Fund Budget Line 5010 -- $3,000; Nonassessable Water Fund Budget Line 6410 -- $12,000). The total estimated cost for this project including the requested amount is $85,000. This project is anticipated to be completed during the 2016 construction season.
N. James Lovell St. - 215 feet south of W. State St. to W. State St. (SM495160062): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $79,000. This project is anticipated to be completed during the 2017 construction season.
N. 6th St. - W. Highland Ave. to W. Juneau Ave. (SM495160060): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost for this project including the requested amount is $49,000. This project is anticipated to be completed during the 2017 construction season.

W. Vliet St. - N. 12th St. to N. 27th St. (WT410160014): Hydrant alteration and water main alteration. (Nonassessable Water Fund Budget Line 5010 -- $3,000; Nonassessable Water Fund Budget Line 6410 -- $12,000). The total estimated cost for this project including the requested amount is $150,000. This project is anticipated to be completed during the 2016 construction season.

N. 81st and N. 82nd St. Bioswales: N. 81st St. - W. Lisbon Ave. to W. Burleigh St. and N. 82nd St. - W. Lisbon Ave. to W. Burleigh St. (SM499160104): (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $1,800, Additional Funds). The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2016 construction season.
6th Aldermanic District
W. Meinecke Ave. - N. 1st St. to N. Dr. Martin Luther King Jr. Dr. (SM495160064): Combined sewer relay and lining. (Nonassessable Sewer Maintenance Relay Fund -- $25,000). The total estimated cost for this project including the requested amount is $600,000. This project is anticipated to be completed during the 2017 construction season.
N. 2nd St. - W. Garfield Ave. to W. North Ave. (SM495160061): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $117,000. This project is anticipated to be completed during the 2017 construction season.
N. 2nd St. - 300 feet south of W. Wright St. to 300 feet north of W. Clarke St. (SM495160066): Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $25,000). The total estimated cost for this project including the requested amount is $955,000. This project is anticipated to be completed during the 2017 construction season.

N. Teutonia Ave. - 295 feet south of W. Center St. to W. Center St. (SM495160065): Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost for this project including the requested amount is $116,000. This project is anticipated to be completed during the 2017 construction season.

S. 76th St. - W. Layton Ave. to W. Edgerton Ave. (WT410170004): Hydrant alteration and water main alteration. (Nonassessable Water Fund Budget Line 5010 -- $3,000; Nonassessable Water Fund Budget Line 6410 -- $12,000). The total estimated cost for this project including the requested amount is $100,000. This project is anticipated to be completed during the 2017 construction season.
Village of Hales Corners
S. 108th St. - W. Edgerton Ave. to W. College Ave. (WT410170005): Hydrant alteration and water main alteration. (Nonassessable Water Fund Budget Line 5010 -- $7,000; Nonassessable Water Fund Budget Line 6410 -- $28,000). The total estimated cost for this project including the requested amount is $500,000. This project is anticipated to be completed during the 2017 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
