Title

A substitute ordinance to further amend the 2016 rates of pay of offices and positions in the City Service.

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Fire Department, Library, Municipal Court, Police Department

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2016 - December 20, 2015):

 

Under Pay Range 1EX, add the title “MPD Safety Division Manager”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2016 - July 17, 2016):

 

Under Pay Range 1CX, add the title “Court Administrative Coordinator”.

 

Under Pay Range 1FX, delete the title “Marketing and Public Relations Officer” and add the title “Community Relations and Engagement Director (3)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2016 - July 31, 2016):

 

Under Pay Range 1GX, delete the title “Fire Technical Services Manager”.

 

Under Pay Range 1IX, add the title “Fire Information Technology Manager”.

 

Under Pay Range 1JX, add the title “Police Planning and Policy Director”.

 

 

Part 4.  Part 1, Section 4 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2016 - December 20, 2015):

 

Under Pay Range 4QX, add footnote designation “(2)” as follows:

 

“(2)                     Upon promotion to the rank of Inspector of Police, Inspectors Gordon and Brunson to be paid at the biweekly rate of $4,927.81 and Inspector Basting to be paid at the biweekly rate of $4,693.84.”

 

Part 5.  Part 1, Section 5 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2016 - July 31, 2016):

 

Under Pay Range 5IN, add the title “Fire Equipment Dispatcher (3)(4)(5)(6)” with footnote “(6)” to read as follows:

 

“(6)                     An employee who receives a temporary assignment to Fire Dispatch Supervisor for at least four (4) hours of a full work shift shall receive an additional eleven ($11.00) dollars per work shift.”

 

Part 6.  Part 1, Section 6 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 17, 2016 - July 31, 2016):

 

Under Pay Range 6NN, delete the title “Fire Equipment Dispatcher (1)” and footnote “(1)” in its entirety.

 

Part 7.  Part 2, Section 5 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Part II, “Section 5 Special Pay Practices”, add section “I” as follows:

 

“I.                     Effective Pay Period 1, 2016 (December 20, 2015) non-represented sworn management members of the Milwaukee Police Department, who held the rank of Assistant Chief of Police as of Pay Period 4, 2016 (January 31, 2016), and who are newly required to make the member contribution as a result of Common Council File # 160124, shall be eligible to receive a salary adjustment equivalent to 5.8% of the base rate that was in effect at the end of Pay Period 26 of 2015 (December 19, 2015).  Such adjustment is to be administered per the guidelines created and maintained by the Department of Employee Relations.”

 

Part 8.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 9.  The provisions of Parts 1 and 4 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2016 (December 20, 2015).

 

Part 10.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 16, 2016 (July 17, 2016).

 

Part 11.  The provisions of Parts 3, 5, and 6 of this ordinance are deemed to be in force and effect from and after Pay Period 17, 2016 (July 31, 2016).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 12.  This ordinance will take effect and be in force from and after its passage and publication.
