Title

Resolution relative to continued funding of the Lifecourse Initiative for Healthy Families (LIHF) - Direct Assistance for Dads (DAD) Grant from the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health.

 

Analysis

This resolution authorizes the continued funding of the Lifecourse Initiative for Healthy Families (LIHF) - Direct Assistance for Dads (DAD) grant.

 

Body

Whereas, Common Council File Number 121657, adopted April 9, 2013, authorized application for, acceptance and funding for the Lifecourse Initiative for Healthy Families (LIHF) - Direct Assistance for Dads (DAD) Grant from the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health; and

 

Whereas, The project has an unencumbered balance at the end of June 2016 of $94,797 which is available through the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health; and

 

Whereas, Milwaukee Code of ordinances Section 304.81 states that the “carrying over the unexpended funds shall be limited to three years from the year in which the funds were appropriated. A grant project exceeding this period shall be re-funded through a separate resolution”; and

 

Whereas this limitation applies to the continuation of the Lifecourse Initiative for Healthy Families (LIHF) - Direct Assistance for Dads (DAD) grant; and

 

Whereas, Continued involvement in this program will provide intensive home visiting for fathers who are either expecting a child or have a child under the age of 18 months to improve birth outcomes, reduce infant mortality, and strengthen fathers’ involvement in their children’s and partner’s lives, now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that continuation of the grant for Lifecourse Initiative for Healthy Families (LIHF) - Direct Assistance for Dads (DAD) Grant from the Wisconsin Partnership Program - University of Wisconsin-School of Medicine and Public Health, to be administered by the Health Department, is hereby authorized; and, be it

 

Further Resolved, That the proper City officials and/or the herein named department head are authorized to continue the grant without further Common Council approval; and be it

 

Further Resolved, That the Health Department is authorized to expend, from the amount appropriated, sums for specified purposes in accordance with the previously approved ongoing budget for the program: and be it

 

Further Resolved, That the Health Department shall have the authority to continue transfers within aforementioned project budget as long as the amounts expended are in accordance with Grantor regulations.

 

Further Resolved, That the Common Council directs that the 2016 Positions Ordinance C.C. File Number 150505, should be amended as follows:
