Title
Resolution amending Common Council File Number 150746 to increase the dollar amount of 2016 State of Wisconsin recycling aid.
Analysis
This resolution increases the amount of 2016 State of Wisconsin recycling aid that the Commissioner of Public Works is authorized to accept and expend from $1,860,757 to $2,206,512.44.
The total is comprised of $2,050,476.67 for the 2016 State of Wisconsin Basic Recycling Grant and $156,035.77 for the Recycling Consolidation Grant. These grants, previously estimated in the amounts of $1,710,757 and $150,000, respectively, will be used to fund continuation of the City’s recycling program.
Body
Whereas, On October 13, 2015, the Common Council adopted File Number 150746, a resolution authorizing the Commissioner of Public Works to apply for, accept and expend a 2016 State of Wisconsin Basic Recycling Grant and a Recycling Consolidation Grant in the anticipated amounts of $1,710,757 and $150,000, respectively; and
Whereas, The State’s Fiscal Year 2016-2017 biennial budget originally set the 2016 municipal recycling grant allocation $4,000,000 lower than the previous year, and that amount was utilized to anticipate Milwaukee’s award in File Number 150746; and
Whereas, 2015 Wisconsin Act 392, enacted April 26, 2016, increased the State’s FY2016 allocation by $3,000,000, effectively raising the state reimbursement rate of eligible recycling costs and resulting in actual 2016 State of Wisconsin Basic Recycling Grant and Recycling Consolidation Grant awards to the City of Milwaukee in the amounts of $2,050,476.67 and $156,035.77, respectively; and
Whereas, Pursuant to s. 304-81-5-c-4 of the Milwaukee Code of Ordinances, whenever a grant amount exceeds the originally specified amount by more than 10%, the administering department is required to prepare an amendment to the original resolution prior to execution of the grant award; and
Whereas, The actual amount of the 2016 State of Wisconsin recycling aid awarded to the City exceeds the originally anticipated amount of $1,860,757 by more than 10%; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the first “Further Resolved” clause of Common Council File Number 070612 is amended by changing the Basic Recycling Grant amount from $1,860,757.00 to $2,206,512.44.
