Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $4,662,000.  The total estimated cost of these projects is $4,958,000.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

3rd Aldermanic District

 

N. Humboldt Blvd. at E. Center St. (ST211160177) File Number 160263:  Install pedestrian access ramps.  (Nonassessable Reconstruction Paving Fund -- $15,000).  The total estimated cost for this project including the requested amount is $16,000.  This project is anticipated to be completed during the 2016 construction season.

 

4th Aldermanic District

 

N. 19th St. - W. McKinley Ave. to W. Vliet St. (SM495150073) File Number 150997:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $530,000).  The total estimated cost for this project including the requested amount is $545,000.  This project is anticipated to be completed during the 2016 construction season.

Rochelle Ave. (WT410160915) File Number 151521:  Relaying water main.  (Nonassessable Water Fund Budget Line 6410 -- $195,000).  The total estimated cost for this project including the requested amount is $210,000.  This project is anticipated to be completed during the 2016 construction season.

Vera Ave. (WT410160912) File Number 151521:  Relaying water main.  (Nonassessable Water Fund Budget Line 6410 -- $210,000).  The total estimated cost for this project including the requested amount is $230,000.  This project is anticipated to be completed during the 2016 construction season.

N. 21st St. - W. Auer Ave./W. Hopkins St. to 265 feet m/l north of W. Keefe Ave. (SM495150031) File Number 150032:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $620,000).  The total estimated cost for this project including the requested amount is $640,000.  This project is anticipated to be completed during the 2016 construction season.

Vliet St. - N. 49th St. to N. 50th St. (SM495150096) File Number 150997:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $99,000).  The total estimated cost for this project including the requested amount is $111,000 .  This project is anticipated to be completed during the 2016 construction season.

 

N. 46th St. - W. Juneau Ave. to W. Martin Dr. (SM495150017) File Number 141727:  Sanitary sewer lining and storm sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $142,000).  The total estimated cost for this project including the requested amount is $157,000.  This project is anticipated to be completed during the 2016 construction season.

 

N. 49th St. - W. Vliet St. to W. Galena St. (SM495150095) File Number 151137:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $293,000).  The total estimated cost for this project including the requested amount is $305,000.  This project is anticipated to be completed during the 2016 construction season.

S. 13th St. - W. Forest Home Ave. to W. Windlake Ave. (WT410160003) File Number 150118:  Hydrant alteration.  (Nonassessable Water Fund Budget Line 6410 -- $130,000).  The total estimated cost for this project including the requested amount is $145,000.  This project is anticipated to be completed during the 2016 construction season.

 

14th Aldermanic District

 

W. Montana St. - S. 6th St. to S. 9th St. (SM495150041) File Number 150032:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $725,000).  The total estimated cost for this project including the requested amount is $750,000.  This project is anticipated to be completed during the 2016 construction season.

 

15th Aldermanic District

 

North Avenue Bioswale - SDC Parking Lot, 1701 W. North Ave. (SM499160116) File Number 160263:  (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $29,000).  The total estimated cost for this project including the requested amount is $30,000.  This project is anticipated to be completed during the 2016 construction season.

Bicycle Lane Installations - Various Roadways (ST320082001) (1693-44-00) File Number 080627:  The installation of bicycle lanes, related bicycle lanes intersection treatments, and shared lane pavement markings on various streets throughout the City of Milwaukee.

Packard Ave. (WT410160723) File Number 151521:  Relaying water main.  (Nonassessable Water Fund Budget Line 6410 -- $100,000).  The total estimated cost for this project including the requested amount is $115,000.  This project is anticipated to be completed during the 2016 construction season.

 

now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the City Engineer and the Commissioner of Public Works are hereby authorized to negotiate and enter into an agreement with the State of Wisconsin, Department of Transportation for the City to undertake construction management duties on the following project:  Bicycle Lane Installations (ST320082001) (1693-44-00); and, be it

 

Further Resolved, That the City Engineer is authorized and directed to approve and make periodic payments to the State of Wisconsin, Department of Transportation after receipt of invoices from said State for the City's share of the costs for said project: Bicycle Lane Installations (ST320082001) (1693-44-00); and, be it

 

Further Resolved, That upon the completion of project Bicycle Lane Installations (ST320082001) (1693-44-00) and a determination of the actual cost(s), it is understood that if the City of Milwaukee's share is less than the amount previously paid, the difference will be refunded to said City; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work.
