Analysis
Common Council File Number 151474 - a substitute ordinance relating to the Residents Preference, Small Business Enterprise and Local Business Enterprise programs - creates a Residents Preference Program (RPP) Review Commission.

This resolution directs the RPP Review Commission to prepare a report on improving certain components of the RPP. This report, which shall be submitted to the Common Council within 90 days of adoption of the resolution, shall include studies on all of the following:

1. The use of money obtained from RPP non-compliance penalties for use in training or other related programs.

2. Improvements, additions or alternatives to the First-Source Employment Program.

3. The creation or improvement of exceptions or incentives to the RPP, including the use of unemployed or underemployed residents on projects outside the city.

4. The means for determining which unemployed or underemployed residents will qualify under the provisions of ss. 309-38-2-b-2, 309-41-2-d, 355-7-2-a-1 and 355-9-1-a-2, including the appropriate geographic boundaries (whether by census tract, ZIP code or some other measure) and the appropriate measure of poverty.

Whereas, At its final meeting on May 26, 2016, the Workforce Organizational Reform Committee (WORC) approved its final recommendations, which included Common Council File Number 151474, a substitute ordinance relating to the Residents Preference, Small Business Enterprise and Local Business Enterprise programs; and

Whereas, As part of this ordinance, the WORC recommended the creation of a Residents Preference Program (RPP) Review Commission to review RPP compliance, performance and other program matters; and
