Title

Resolution relating to the administration of the City’s Mail-Back Prescription Drug Pilot Program.

Analysis

This resolution establishes policies to administer the City’s Mail-Back Prescription Drug Pilot Program. Specifically, the City Treasurer shall:

 

1.                     Accept donations to fund the program.

2.                     Procure any postage permits needed for mail-back envelopes used in the program.

3.                     Establish an account with the U.S. Postal Service to process any postage charges resulting from the program.

4.                     Develop procedures with the Milwaukee Police Department to verify postage charges paid through the City’s Centralized Account Processing System account were incurred.

5.                     Update the City’s financial recordkeeping system to reflect postage charges paid through the City’s Centralized Account Processing System account in conjunction with Program

 

In addition, the City Comptroller shall take all actions necessary to receive donations and make expenditures associated with the program, and the Milwaukee Police Department shall cooperate fully with the City Treasurer in developing postage charge verification procedures.

 

Body

Whereas, The Common Council adopted File Number 151803 on May 24, 2016, to establish the City’s Mail-Back Prescription Drug Pilot Program (Program); and

 

Whereas, The City expects to incur costs for postage on envelops mailed through the Program; and

 

Whereas, The City expects to receive donations to pay for postage on envelopes mailed through the Program; and

 

Whereas, For the Program to be successful, the City needs policies and mechanisms to receive donations and to pay postage associated with the Program; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Treasurer is authorized to accept donations to fund the City’s Mail-Back Prescription Drug Pilot Program; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the Contribution Fund-General, account number 0001-2110-D001-006300, and the Estimated Revenue account for contributions, account number 0001-2110-0001-009850, to the City Treasurer’s Special Account 0001-2210-0001-DXXX-006300, and the City Treasurer’s Estimated Revenue account 0001-2210-0001-009850 for the purposes set forth in this resolution in an amount not to exceed $300,000; and, be it

 

Further Resolved, That the City Treasurer is directed to procure all necessary postage permits needed for mail-back envelopes used in the City’s Mail-Back Prescription Drug Pilot Program; and, be it

 

Further Resolved, That the City Treasurer is directed to establish a Centralized Account Processing System account with the United States Postal Service to process any postage charges resulting from the City’s Mail-Back Prescription Drug Pilot Program; and, be it

 

Further Resolved, That the City Treasurer is directed to develop procedures with the Milwaukee Police Department, and any other participating police department, to verify postage charges paid through the City’s Centralized Account Processing System account for envelopes mailed as part of the City’s Mail-Back Prescription Drug Pilot Program were incurred; and, be it

 

Further Resolved, That the Milwaukee Police Department is directed to cooperate fully with the City Treasurer in developing procedures for verifying postage charges resulting from the City’s Mail-Back Prescription Drug Pilot Program; and, be it

 

Further Resolved, That area police departments participating in the City’s Mail-Back Prescription Drug Pilot Program shall, as a condition of participation, develop procedures with the City Treasurer to verify postage charges resulting from the program; and, be it

 

Further Resolved, That the City Treasurer is directed to update the City’s financial recordkeeping system as needed to reflect all postage charges paid through the City’s Centralized Account Processing System account in conjunction with the City’s Mail-Back Prescription Drug Pilot Program.
