Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) administers the low rent public housing program including 394 units of low rent public housing at the Westlawn West family development, AMP# WI00200070P housing development; and

WHEREAS, Housing Authority staff and Torti Gallas, the consultant developing the master plan, have been working closely with the residents, and interested stakeholders on the revitalization plan for Westlawn; and

WHEREAS, HACM in partnership with the City of Milwaukee (lead applicant) received a $30 million Choice Neighborhood Implementation grant to transform the neighborhood between West Mill Road to the north, West Villard Avenue to the south, North 43rd Street to the east and North 76th Street to the west that includes the conversion of public housing units to project-based vouchers under the Rental Assistance Demonstration (RAD) program; and

WHEREAS, these 394 public housing units are obsolete and require extensive repairs; and

WHEREAS, all existing residents of the 394 public housing units will be relocated prior to demolition in accordance with the Housing Authority’s Relocation Plan, which complies with all applicable federal, state and local laws including the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1978, as amended; and

WHEREAS, following the demolition of these 394 public housing units, the land will be sold to various LLCs for the purpose of developing a mixed income, mixed use community, which will require the disposition of various parcels for commercial/retail, market-rate apartments, home ownership, and affordable housing; and
