Title
Resolution relating to application for, and acceptance and funding of, a FY 2008 Port Security Grant Program grant.
Analysis
This resolution authorizes the Department of Administration to apply for FY 2008 Port Security Grant Program funding (U.S. Department of Homeland Security, FEMA) and the Milwaukee Fire Department, Milwaukee Police Department and Port of Milwaukee to accept and fund this grant. The total cost of this grant-funded project is $1,043,565, with a grantor share of $779,044 and a City share of $264,521. This grant-funded project will include the following items:

Personnel backfill and overtime costs for $66,667 (MFD)
emergency response exercise $66,667 (MPD)
$66,666 (Port)

Water rescue equipment $18,622 (MFD)

Water rescue equipment $24,943 (MPD)

Replacement patrol boat $800,000 (Port)
TOTAL $1,043,565

This resolution also authorizes the City Comptroller to commit the necessary Port of Milwaukee capital funds required for the $200,000 (25%) local match for the replacement patrol boat purchase. This capital funding is included in the 2009 Proposed Budget.

Whereas, The City of Milwaukee appears to be eligible for FY 2008 Port Security Program Grant funds from the U.S. Department of Homeland Security, FEMA, to be used by the Milwaukee Fire Department, Milwaukee Police Department and Port of Milwaukee to fund a full-scale emergency response exercise in the Milwaukee harbor and the purchase of water rescue equipment and a replacement Port security patrol boat; and

Whereas, The operation of this grant project from August 1, 2008 through July 31, 2011 would cost $1,043,565, of which $264,521(25%) would be provided by the City and $779,044(75%) would be provided by the grantor; and
