Title
A substitute ordinance to further amend the 2016 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Fire Department, Police Department, Department of Public Works

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 1CX, add the title “Health and Safety Officer”.
Part 2. Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2015 - November 8, 2015):
Under Pay Range 1AX, add footnote designations “(1)” and “(2)” to the title “Fleet Operations Supervisor”.
Part 3. Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2016 - May 22, 2016):
Under Pay Range 1FX, delete the title “Crime and Intelligence Specialist” and add the title “Crime and Intelligence Manager”.
Part 4. Part 1, Section 1 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2016 - July 3, 2016):
Under Pay Range 1AX, add the title “Fleet Training Supervisor (1) (2)”.
Part 5. Part 1, Section 2 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 2IN, delete designation and footnote “(1)” in its entirety and add footnote designation “(2)” to the title “Mechanical Engineer III”.
Part 6. Part 1, Section 3 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 3FN, delete footnote “(4)” and replace with the following:
“(4) Employees represented by the Association of Law Enforcement Allied Services Personnel to be paid in the following range: $1,595.65 - $1,717.44 ($41,486.90 - $44,653.44).”
Part 7. Part 1, Section 3 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2016 - July 3, 2016):
Under Pay Range 3LN, delete footnotes “(6)” and “(9)” in their entirety.
Part 8. Part 1, Section 4 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2016 - July 3, 2016):
Under Pay Range 4MX, delete the title “Battalion Chief Assistant EMS Coordinator”, remove designations “(1)” and “(2)” from the title “Battalion Chief, Fire” and delete footnotes “(1)”
and “(2)” in their entirety.
Part 9. Part 1, Section 8 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 15, 2016 - July 3, 2016):
Under Pay Range 8KN, add designations “(11)” and “(12)” to the title “Operations Driver Worker” with the footnotes to read as follows:
“(11) An employee be paid an additional $57.47 biweekly when assigned peer training responsibilities.”
“(12) An employee to be paid an additional $95.79 biweekly when assigned equipment instruction responsibilities.”
Part 10. Part 2, Section 3 of ordinance File Number 150504 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Part II, “Section 3 - Salary at Time of Appointment”, delete letter “B” in its entirety and replace with the following :
“B. Recruitment for Officials and Administrators (Section I) and Professionals (Section II): In the event it becomes necessary to recruit at a rate above the minimum for positions classified as Officials and Administrators or Professionals, recruitment may be authorized at a rate up to 60% above the minimum of the pay range with the approval of the Department of Employee Relations and the Chair of the Committee on Finance and Personnel. A listing of appointments made pursuant to this provision shall be communicated to the Committee on Finance and Personnel.”
Part 11. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 12. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 24, 2015 (November 8, 2015).
Part 13. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 12, 2016 (May 22, 2016).
Part 14. The provisions of Parts 4, 7, 8, and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 15, 2016 (July 3, 2016).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 15. This ordinance will take effect and be in force from and after its passage and publication.
