Title

Substitute resolution relative to acceptance and funding of a $100,000 grant from the Joseph and Vera Zilber Charitable Foundation, Inc. to support commercial corridor streetscaping and beautification projects in the Lindsay Heights neighborhood.

Analysis

This grant from the Joseph and Vera Zilber Charitable Foundation, Inc supports streetscaping improvements in the Lindsay Heights Neighborhood, with primary emphasis on North Avenue between 8th Street and 27th Street. Grant funds will be used to provide additional signage and façade grants to property owners in the area and public improvements such as trash cans, planters, hanging baskets, decorative grasses and shubs on vacant lot edges, possible street bump-outs to accommodate additional trees, and maintenance for the improvements.  City funds that were provided through existing departmental appropriations and related grants provided the leverage necessary to obtain this grant.  The greening of North Avenue project supports goals and targets outlined in the Land and Urban Ecosystems chapter of the Refresh Milwaukee Plan and the HOME GR/OWN program.

Body

Whereas, The City’s Common Council passed Resolution No. 131035 adopting “ReFresh Milwaukee: City of Milwaukee Sustainability Plan 2013-2023” and directing its implementation; and

Whereas, The Environmental Collaboration Office (ECO) identifies community partners like the Joseph and Vera Zilber Charitable Foundation, Inc. to implement projects in partnership that meet ReFresh Milwaukee goals and targets; and

Whereas, The beautification of North Avenue from 8th to 27th street is of strategic importance to the City; and

Whereas, The beautification of North Avenue builds off the success of the ECO’s HOME GR/OWN program and its implementation of 20 pocket parks and orchards in 2015, including the new Sunshine Park on 14th and North Avenue; and

Whereas, The grant will fund the beautification projects in the Lindsay Heights Neighborhood  particularly on North Avenue for a grant period beginning June 15th, 2016 through June 14, 2018; and

 

Whereas, ECO has partnered with the Department of City Development and Department of Public Works to select vacant lots and create design criteria that meet City needs without impeding the lots redevelopment potential; and

 

Whereas, ECO, the Department of City Development, the Department of Public Works are coordinating work on this project through routine meetings; and

 

Whereas, ECO is working with community stakeholders to ensure that neighborhood improvements accomplished through this grant are consistent with locally established goals; and

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Environmental Collaboration Office is authorized to accept grants totaling up to $100,000 from the Joseph and Vera Zilber Charitable Foundation, Inc.  to support commercial corridor streetscaping and beautification projects in the Lindsay Heights neighborhood, with a primary focus on North Avenue and is authorized to expend this grant without further approval unless the terms of the grant change as indicated in the Milwaukee Code of Ordinances section 304-84; and, be it

 

Further Resolved, That the Department of Administration - Environmental Collaboration Office is authorized to contract with commercial or nonprofit landscaping services  or Small Business Enterprises with the capacity to train and hire individuals from surrounding neighborhoods, and

 

Further Resolved, That the City Comptroller is authorized to:

 

1. Commit funds within the Project/Grant Parent of the 2016 Special Revenue - Grant and Aid Projects Fund, the following amount for the project titled North Avenue Streetscaping:

2.                     Create the necessary Grant and Aid Project/Grant and Project/Grant levels and budget against these Project/Grant values the amount required under the grant agreement.

 

; and, be it

 

Further Resolved, That these funds are budgeted to the Department of Administration - Environmental Collaboration Office, Department of City Development, and Department of Public Works with authority to spend from the budgeted amount sums for specified purposes as indicated in the grant budget and incur costs consistent with the award; and be it

 

Further Resolved, that the Environmental Collaboration Office will follow the terms of the grant and provide the required program reports to the Joseph and Vera Zilber Charitable Foundation, Inc.
