Analysis

This ordinance provides clarification of the duties and responsibilities of the Milwaukee commission on domestic violence and sexual assault. The ordinance also amends the commission’s composition and reporting requirements as follows:

 

1.                     Instead of including 3 assistant district attorneys that are appointed by the district attorney, the commission will include 3 representatives from the office of the district attorney that are appointed by the district attorney.

2.                     Instead of including a representative from the LGBT community center that is appointed by the common council president, the commission will include a representative from the LGBT community that is appointed by the common council president.

3.                     Instead of quarterly reports, the commission will submit annual written reports.

 

Body

Whereas, The purpose of the Milwaukee commission on domestic violence and sexual assault is to increase safety for victims of domestic violence and their children and for victims of sexual assault, and to hold abusers accountable for their violent behavior; and

 

Whereas, It is the duty of the Milwaukee commission on domestic violence and sexual assault to coordinate the community’s response to domestic violence and sexual assault by promoting communication and collaboration; and

 

Whereas, It is desirable for the Milwaukee commission on domestic violence and sexual assault to design and implement programs to carry out these duties and also to evaluate the effectiveness of programs; and

 

Whereas, Quarterly reporting requirements and certain limitations on the composition of the Milwaukee commission on domestic violence and sexual assault are obsolete; now, therefore

 

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 320-22-3-a-7 of the code is amended to read:

 

320-22. Milwaukee Commission on Domestic Violence and Sexual Assault.

 

3. COMPOSITION.

 

a-7. Three [[assistant district attorneys]] >>representatives from the office of the district attorney<<, including one who works with the area of sexual assault, one who works with the area of domestic violence and one who works with matters in children’s court, appointed by the district attorney.

 

Part 2. Section 320-22-3-a-15 of the code is amended to read:

 

a-15. One representative of the LGBT community [[center]], appointed by the common council president.

 

Part 3. Section 320-22-5-b-1 to 4 of the code is renumbered 320-22-5-b-2 to 5.

 

Part 4. Section 320-22-5-b-1 of the code is created to read:

 

5. RESPONSIBILITIES AND DUTIES.

 

b-1. Identify and define the issues related to domestic violence and sexual assault.

 

Part 5. Section 320-22-5-b-5 of the code is repealed and recreated to read:

 

b-5. Design and implement programs and community awareness efforts aimed at intervention and prevention of domestic violence and sexual assault and at mitigation of other issues related to domestic violence and sexual assault under subd. 1.

 

Part 6. Section 320-22-5-b-6 of the code is created to read:

 

b-6. Evaluate the effectiveness of all training, programs and community awareness efforts provided under this section in achieving the purposes of the commission under sub. 2.

 

Part 7. Section 320-22-7 of the code is amended to read:

 

7. REPORTS. The commission shall submit [[quarterly]] >>annual<< written reports of its activities >>and trends<< to the common council.
