Title

Resolution relative to acceptance and funding of a Green Solutions grant from the Milwaukee Metropolitan Sewerage District for the installation of stormwater tree systems within the sidewalk areas of South Kinnickinnic Avenue between East Lincoln Avenue and East Morgan Avenue in the 14th Aldermanic District.

 

Analysis

The resolution authorizes the Department of Public Works, Infrastructure Services Division to accept a Milwaukee Metropolitan Sewerage District Green Solutions grant with a maximum reimbursement amount of $158,000. The purpose of the grant is to help the City pay for the installation of stormwater tree systems used to improve the quality and reduce the volume of stormwater runoff. The total cost of the project is $378,000 and the City share of the cost is $110,000. A separate Milwaukee Metropolitan Sewerage District Green Infrastructure Partnership Program grant has previously provided the remaining $110,000.

 

Body

Whereas, Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

 

Whereas, Green infrastructure, such as stormwater tree systems, reduce the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

 

Whereas, The stormwater tree systems will be constructed in the sidewalk areas of South Kinnickinnic Avenue between East Lincoln Avenue and East Morgan Avenue (Project); and

 

Whereas, Plans, specifications and cost estimates have been prepared for said Project; and

 

Whereas, The cost to construct the stormwater tree systems on South Kinnickinnic Avenue is $378,000; and

 

Whereas, The MMSD desires to promote the installation of green infrastructure and is willing to provide the City funding up to a maximum reimbursable amount of $158,000; and

 

Whereas, The MMSD has previously provided the City additional funding up to a maximum reimbursable amount of $110,000 through a Green Infrastructure Partnership Program grant for the construction of the Project per Common Council file number 150108 and Project No. GR5800415000; and

 

Whereas, The Department of Public Works has committed the remaining $110,000 for the construction of the Project per Common Council file number 150119 and Project No. SM499140102; now, therefore, be it

 

Resolved, That the Commissioner of Public Works is hereby authorized to accept and execute such a grant without further Common Council approval unless the terms of the grant change as indicated in Common Council file 030712 (Grant Ordinance); and, be it

 

Further Resolved, That upon approval of this Agreement, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:

; and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the grant; and, be it

 

Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
