Analysis

This ordinance:

 

1.  Creates a fee of $15 for a provisional public passenger vehicle driver’s license.

 

2.  Creates a fee of $15 for a provisional public passenger vehicle permit.

 

3.  Incorporates the weights and measures (taximeter) license into the public passenger vehicle permit, resulting in a reduction in the overall fee.

 

4.  Requires that, prior to the city clerk issuing a provisional public passenger vehicle driver’s license or permit, the applicant shall file with the city clerk:

 

a.  A statement attesting that there are no open warrants for the arrest of the applicant, that the applicant has no unpaid fines or forfeitures due the city, and that the applicant is not on probation or parole.

 

b.  If the application is for a provisional public passenger vehicle driver’s license and the applicant seeks to drive a handicapped and elderly vehicle, documentation that the applicant has completed a passenger assistance training course.

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 81-44.7-3 of the code is created to read:

 

81-44.7.  Driver’s License, Public Passenger Vehicle.

 

3.  The fee for each provisional license shall be $15.

 

Part 2.  Section 81-101.5-2 and 3 of the code is amended to read:

 

81-101.5.  Public Passenger Vehicle Permit.

 

2.  The fee for each new permit >>, except a taxicab permit,<< shall be $284.

 

3.  The fee for renewal of each permit >>, except a taxicab permit,<< shall be $209.

 

Part 3.  Section 81-101.5-2.5 and 3.5 of the code is created to read:

 

2.5.  The fee for each new taxicab permit shall be $400.

 

3.5.  The fee for renewal of each taxicab permit shall be $325.

 

Part 4.  Section 81-101.5-4 of the code is repealed and recreated to read:

 

4.  The fee for each provisional permit shall be $15.

 

Part 5.  Section 81-135-5 of the code is repealed.

 

Part 6.  Section 100-50-11-c of the code is repealed.

 

Part 7.  Section 100-51-7 of the code is created to read:

 

100-51.  Vehicle Inspection.

 

7.  WEIGHTS AND MEASURES INSPECTIONS.  In addition to other inspection requirements of this section, a metered taxicab licensee shall submit his or her vehicle for any inspection required under subch. 3 of ch. 82 and shall be subject to all applicable requirements and procedures of that subchapter.

 

Part 8.  Section 100-70-5-a-5 and 6 of the code is created to read:

 

a-5.  A statement attesting that there are no open warrants for the arrest of the applicant, that the applicant has no unpaid fines or forfeitures due the city, and that the applicant is not on probation or parole.

 

a-6.  If the application is for a provisional public passenger vehicle driver’s license and the applicant seeks to drive a handicapped and elderly vehicle, documentation that the applicant has completed a passenger assistance training course.

 

Part 9.  Section 100-70-6 of the code is created to read:

 

6.  FEE.  No provisional public passenger vehicle license or permit shall be issued until the applicant submits to the city clerk, in addition to the required application fee for a regular license or permit, the fee for a provisional license or permit specified in ch. 81.
