Title

Resolution authorizing the Commissioner of Public Works to execute a Project Agreement titled “State-Municipal Agreement for a State - Let Highway Project” with the Wisconsin Department of Transportation for the reconstruction of the Chase Avenue (STH 38) Bridge over the Union Pacific Railroad with Federal and State aid under the State Trunk Highway Program and to fund the preliminary engineering estimate of $575,000 of which $143,750 is the City of Milwaukee’s share and $431,250 is the grantor’s share.

Analysis

This Resolution authorizes the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation for reconstruction of the Chase Avenue (STH 38) Bridge over the Union Pacific Railroad with Federal and State aid.  The Project Agreement provides for 100 percent Federal and State aid for construction of the project and 75 percent Federal and State aid and 25 percent local cost sharing for preliminary engineering.  The total estimated project cost is $5,200,000 of which $168,750 is the City of Milwaukee’s Share and $5,031,250 is the grantor share.  This resolution also directs the City Comptroller to transfer funds for preliminary engineering.

Whereas, The improvements scheduled for this bridge are included on the current Wisconsin Department of Transportation State Trunk Highway Program; and

 

Whereas,  The reconstruction of the Chase Avenue (STH 38) Bridge is programmed for construction in 2023 and construction funds for the project will be requested in a separate resolution; and

 

Whereas, It is the intent to initiate preliminary engineering at this time for this bridge project; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the agreement for the programming and replacement of the Chase Avenue (STH 38) Bridge over the Union Pacific Railroad with Federal and State Aid, a copy of which are attached to Common Council Resolution File Number 151728, and are incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project Grant Chartfield Values for preliminary engineering for the projects (Expenditures) and transfer to any of these accounts the amount required under the grand agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
