Title
Substitute resolution authorizing the Department of Employee Relations to extend the current 3-year contract and execute a one-year extension with TASC (eflex) for the Flexible Choice Program.
Analysis
This resolution approves the one-year extension of the current contract to provide flexible spending accounts (FSA) for City employees. The FSAs allow City employees to set aside monies for medical, dependent care and parking expenses.
Body
Whereas, Common Council File Number 130206, adopted July 23, 2013, authorized a contract with Eflexgroup (now known as TASC) for a term of up to 6 years, to act as a third-party administrator for the City’s Flexible Spending Arrangement with an option for a Health Reimbursement Arrangement; and
Whereas, The contract commenced January 1, 2014 for an initial 3-year period ending December 31, 2016; and
Whereas, The City and TASC agreed to a one-year extension commencing January 1, 2017 and ending December 31, 2017; and
Whereas, The Section 125 Program provided by TASC includes a Flexible Spending - Medical account, a Flexible Spending - Dependent Care account and a Flexible Spending - Parking account as well as a Health Reimbursement Account (HRA) associated with the City Wellness Program and the Healthy Rewards benefit; and
Whereas, The City has been satisfied with the services provided by TASC; and
Whereas, TASC has agreed that the fees would remain unchanged throughout the term of the contract; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Employee Relations is authorized to commence a one-year extension of the contract with TASC, as a third-party administrator for a Flexible Spending Arrangement with an option for a Health Reimbursement Account, for the period commencing January 1, 2017 and ending December 31, 2017.
