Title

Substitute resolution relative to continued funding of a Safe Havens Supervised Visitation and Exchange Project in Milwaukee County grant from the Office on Violence Against Women(VAWA).

 

Analysis

This resolution authorizes the continued funding of the Safe Havens Supervised Visitation and Exchange Project - Milwaukee County grant.

 

Body

Whereas, Common Council File Number 120686, adopted October 16, 2012, authorized application for, acceptance and funding for the Safe Havens Supervised Visitation and Exchange Project grant through funding from Office on Violence Against Women(VAWA); and

 

Whereas, The project has an unencumbered balance at the end of 2015 of $180,959 which is available through the Office on Violence Against Women(VAWA); and

 

Whereas, Milwaukee Code of ordinances Section 304.81 states that the “carrying over the unexpended funds shall be limited to three years from the year in which the funds were appropriated. A grant project exceeding this period shall be re-funded through a separate resolution”; and

 

Whereas this limitation applies to the continuation of the Safe Havens Supervised Visitation and Exchange Project - Milwaukee County grant; and

 

Whereas, Continued involvement in this program will provide supervised exchange and visitation in Milwaukee for victims of domestic violence, sexual assault, sexual abuse, and stalking, now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that continuation of the grant for Safe Havens Supervised Visitation and Exchange Project - Milwaukee County, to be administered by the Health Department, is hereby authorized; and, be it

 

Further Resolved, That the proper City officials and/or the herein named department head are authorized to continue the grant without further Common Council approval; and be it

 

Further Resolved, That the Health Department is authorized to expend, from the amount appropriated, sums for specified purposes in accordance with the previously approved ongoing budget for the program: and be it

 

Further Resolved, That the Health Department shall have the authority to continue transfers within aforementioned project budget as long as the amounts expended are in accordance with Grantor regulations.
