Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) in partnership with the City of Milwaukee submitted a Choice Neighborhoods Implementation grant application for the Westlawn neighborhood; and
WHEREAS, the Housing Authority was a co-applicant and the City of Milwaukee was the lead applicant; and
WHEREAS, the Housing Authority and the City of Milwaukee were notified in September that their application for $30 million to revitalize the Westlawn neighborhood was selected for funding by the U.S. Department of Housing and Urban Development; and
WHEREAS, the U.S. Department of Housing and Urban Development sent a Choice Neighborhoods Implementation Grant Agreement and an Assistance Award/Amendment, which memorializes the agreements made between the lead applicant and co-applicant, as the grantees, and HUD, and incorporates all documents relating to the grant, including the FY2014-15 Notice of Funding Availability, our application, and all subsequent documents to us for signature; and
WHEREAS, the Choice Neighborhoods Implementation Grant application identified the Milwaukee Public Schools as the Principal Education Partner, the Redevelopment Authority of the City of Milwaukee as Neighborhood Implementation Entity, and the Housing Authority as the Housing and People Implementation Entity; now, therefore, be it
RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that the Secretary-Executive Director of the Housing Authority is hereby authorized and directed to execute and sign Choice Neighborhoods Implementation grant documents, including the Grant Agreement and budget revisions, and proceed with the implementation of the Westlawn Neighborhood Revitalization Plan, which includes the preparation and submission of any additional documentation required for HUD approval and administration of this Choice Neighborhoods Implementation; and be it
FURTHER RESOLVED, that two contracts with: 1) the Wisconsin Women’s Business Initiatives Corporation to administer a $1 million revolving loan fund, including $500,000 from the Choice Neighborhoods Implementation grant, for commercial and economic development activities, and 2) Impact Planning Council for third party evaluation in an amount not to exceed $293,678 are hereby approved; now, therefore, be it
FURTHER RESOLVED, that any and all previous acts performed relative thereto, by the Chair and Secretary-Executive Director are hereby approved, ratified and confirmed in all respects.
