Analysis

This resolution authorizes the Commissioner of Public Works to execute Cost Sharing Agreements with Milwaukee County for the City of Milwaukee’s construction costs associated with the paving of West Mill Road (CTH S) from North 43rd Street to North Sidney Place and traffic signal improvements at the intersection of West Mill Road (CTH S) and North 43rd Street (CTH G), with an estimated total cost of the projects at approximately $4,600,000 (Milwaukee County is lead agency) of which the City of Milwaukee’s estimated share of construction costs is $544,157.  This resolution also authorizes costs for plan review of $10,000, which will be funded 100 percent by the City of Milwaukee.

Body

Whereas, Milwaukee County’s Department of Transportation, in conjunction with the Wisconsin Department of Transportation, has scheduled the paving of West Mill Road (CTH S) from North 43rd Street to North Sidney Place and traffic signal improvements at the intersection of West Mill Road (CTH S) and North 43rd Street (CTH G) for the summer of 2016; and

 

Whereas, Milwaukee County has undertaken the necessary preliminary engineering and plan preparation for the improvements; and

 

Whereas, The City of Milwaukee has requested and Milwaukee County has agreed to undertake work on City-owned facilities, as shown in the attached agreements, with their paving contractor in conjunction with the improvement projects at City of Milwaukee cost; and

 

Whereas, The City of Milwaukee’s costs for proposed work estimated to be $526,907 for paving of West Mill Road (CTH S) from North 43rd Street to North Sidney Place and $17,250 for traffic signal improvements at the intersection of West Mill Road (CTH S) and North 43rd Street (CTH G); and

 

Whereas, Milwaukee County has prepared Cost Sharing Agreements to address those costs that will be the responsibility of the City of Milwaukee as part of these projects; and

Whereas, Future resolutions will address the construction funding for these projects; and; now, therefore be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the Cost Sharing Agreements with the Milwaukee County for its share of the construction costs associated with the paving of West Mill Road (CTH S) from North 43rd Street to North Sidney Place and traffic signal improvements at the intersection of West Mill Road (CTH S) and North 43rd Street (CTH G), the copies of which are attached to the Common Council File No. 151419 and are incorporated by reference as though set forth in full; and, be it

 

Further Resolved, That the Comptroller is hereby authorized and directed to create within the Capital Improvement Fund, Grant and Aid Projects the necessary Project Grant Chartfield Values for engineering review and transfer to this account the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for grantor’s share and local share of $5,000, whichever is greater as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to Milwaukee County based upon receipt of invoices from the Wisconsin Department of Transportation for the City’s share of costs of the above projects.
