Resolution amending the 2015-2016 state legislative package relating to requiring community notification and the formation of community advisory committees for adult family homes.

Analysis

This resolution amends the “2015-2016 State Legislative Package Proposals” as attached to Common Council Resolution Number 141090 by adding an item seeking amendment of ch. 50, Wis. Stats., to require community notification and the formation of community advisory committee regulations for all adult family homes.

Body

Whereas, Adult family homes open and operate in residential neighborhoods throughout the city with little neighborhood notification or oversight; and

 

Whereas, Adult family homes cause multiple problems, which result in complaints to local elected officials and calls for City services; and

 

Whereas, These problems include noise and unruly behavior of facility residents, increased traffic, and excessive numbers of parked vehicles; and

 

Whereas, The problems of adult family homes create a deviation from the residential character of the surrounding properties and neighborhood in which they are located; and

 

Whereas, Under ch. 50, Wis. Stats., the State of Wisconsin currently provides community notification requirements and the formation of community advisory committee regulations for adult family homes with 5 or more beds; and  

 

Whereas, Establishing a community notification and community advisory committee requirements for all adult family homes may help alleviate these problems by giving the City and surrounding property owners more information about the ownership and operation of these facilities; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council urges the Wisconsin Legislature to enact legislation to require community notification and the formation of community advisory committee regulations for all adult family homes; and, be it

 

Further Resolved, That Common Council Resolution Number 141090 is amended by adding the following item in the document attached to the file and identified as the “2015-2016 State Legislative Package Proposals”:

 

Public Health and Safety

Common Council

Amend Wis. Stat. Ch. 50 to require community notification and the formation of community advisory committee regulations for all adult family homes.

 

; and, be it

 

Further Resolved, That upon adoption of this resolution, the City Clerk shall mail a copy of the resolution to Wisconsin Governor Scott Walker and each member of Milwaukee’s delegation to the Wisconsin Legislature.
