Analysis
This resolution expresses the City’s opposition to the elimination of an opening in the South Howell Avenue median north of Layton Avenue. It also directs the proper City officials to contact the Wisconsin Department of Transportation to express the City’s opposition to the elimination of this opening.

Whereas, The portion of South Howell Avenue immediately north of Layton Avenue is scheduled for reconstruction in 2017; and
Whereas, The Wisconsin Department of Transportation (“WisDOT”) is finalizing plans and specifications for this reconstruction project; and
Whereas, As part of this project, WisDOT is proposing to eliminate an opening in the Howell Avenue median north of Layton Avenue; and
Whereas, This median opening has been in place for decades and has proved useful to motorists; and
Whereas, This median opening serves businesses on both sides of Howell Avenue; and
Whereas, WisDOT has presented no evidence that the presence of this median opening has resulted in a disproportionate number of vehicular accidents; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee opposes the elimination of an opening in the South Howell Avenue median north of Layton Avenue; and, be it
Further Resolved, That the proper City officials are directed to contact WisDOT to express the City’s opposition to the elimination of this opening.
