5/9/20160 HISTORIC PRESERVATION COMMISSION ADOPTED

Minutes note: Ms. Hatala said that this was previously heard twice by the Commission. Some windows will be added, but no major additions will be added, with a smaller addition on the west. There will be new trim, which will be simple yet historically appropriate. The garage will have added detail in terms of a window, watertable and new shingles and new siding as needed. The garage style is similar in style to the time period of the house. Staff recommends approval as now submitted. Tracy Reed - 2427 N. Palmer Chris Wilson - architect Randy Goll - neighbor - 2037 N. 1st St. - he has some concerns about the roof colors (the owner says the roof colors will match between the house and the garage) Staff hasn't discussed the gutters with the homeowner. The neighbor was concerned about gutters, railing pickets, window type, etc. Mr. Williams recommended working with staff to provide more details relating to basement windows, picket and hand railing details and shingles both in terms of manufacturers and color (shingles must match each other in terms of the house and garage), half-round gutters and garage door criteria. Seconded by Ms. Opgenorth.

3/14/20160 HISTORIC PRESERVATION COMMISSION HELD IN COMMITTEE

Minutes note: Ms. Hatala said the current garage was approved in 2000. A new garage will be built, salvaging what they can from the current garage. The garage will enter off the alley. There will be a handicap ramp to accommodate the future owner's grandmother. The house still has two entries with one being there based upon the garage location and its distance from the initial door; a current proposed window may be converted to a door in order to provide easier access to the house from the garage. All the windows will be wood, double-hung windows and the addition foundation will be concrete masonry units faced with brick so it matches the existing foundation. The new garage will have some details and an entry door facing the house - some of the details will mirror those of the house. There have been other houses in the neighborhood that have added additions. Staff recommends approval with some details still to be worked out. Tracy Reed - 2427 N. Palmer - future owner - she wants the addition to entertain. It's a two-bedroom house. Chris Wilson - designing architect Mr. Williams thinks that the front porch is too big for the house and the viewer can immediately tell that an addition has been added, which isn't true of the other additions in the neighborhood. He suggested making the side gable 12 by 12, rather than the proposed 12 by 10, in order to mirror the existing gable.

2/8/20160 HISTORIC PRESERVATION COMMISSION HELD IN COMMITTEE

Minutes note: Ms. Hatala said that this property was a long-time home of Sallie White. The house was built prior to 1894 and is Queen Anne style with an "L" plan. The asphalt siding was removed in 2011. There was a fire at the property and it is currently boarded up. Mr. Clark is the current owner and also a general contractor. DNS would like to have HPC review the project. The existing garage will be moved to the alley to make room for an addition. The original portion of the house will stay the same and there are no specific dimensions of the addition nor specific window placement. There are a number of items the Commission still needs to receive, which are outlined in the staff report. These details would need to be provided and scheduled for the next meeting. Benjamin Clark - GSI General, Inc. - wants to get approval if they can even go ahead with the addition. Christopher Wilson - architect Tracy Reed - property buyer - the owner is actually mimicking the layout and house of Mr. Goll, the neighbor just to the south. The Commission would like to see more details and drawings, although the applicant does seem to be moving along. Ald. Bauman suggested the applicant worked with DNS and the local alderwoman about the schedule of work and what can be done on the inside. Rany Goll - 2037 N. 1st St. - neighbor just to the south of the property. The property has been a problem for a couple of years. He does not see this massing fits in the neighborhood at all. The garage is also in poor condition. It's a big lot, but he doesn't support this proposal and the neighborhood isn't happy with this proposal. The questions of adding an addition and relocating the garage are under the jurisdiction of the HPC. Ald. Bauman would like some context to the neighborhod as well as he's not familiar with the neighborhood.
