Analysis
This ordinance:
1. Expands the area exempted from the prohibition on parking vehicles in the same location for more than 24 hours, and exempted from the alternate-side parking requirements (except during announced department of public works operations), to include the entire 3rd Aldermanic District, and designated areas in the 4th, 6th, 8th, 12th and 14th Aldermanic Districts.
2. Reduces the number of consecutive days a vehicle may remain parked in the same location in the exempted area from 5 days to 2 days.
3. Requires alternate side parking in the exempted area from 11 p.m. to 6 a.m. when the department of public works announces snow-plowing operations or other public works operations are underway.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 101-27-1-a-2-0 of the code is amended to read:
101-27. All Night Parking.
1. RESTRICTIONS.
a-2. The restriction provided in subd. 1 shall be suspended to permit vehicles to [[stand]] >>remain<< in one place on a highway in designated areas for not more than [[5 days]] >>48 hours<< consecutively, except when the department of public works announces snow-plowing operations or other public works operations are underway. All other parking restrictions and parking permit requirements currently in force or which may be enacted shall remain in effect in the designated areas. The designated parking program areas to which these provisions apply include those bounded by and including both sides of the boundary streets:
Part 2. Section 101-27-1-a-2-a to c of the code is repealed and recreated to read:
a-2-a. E. Edgewood Ave, from its eastern terminus in a line continuing on E. Keefe Ave., N. Pierce St., E. Meinecke Ave., N. Bremen St., E. North Ave., N. Humboldt Blvd., to the Milwaukee River, E. Juneau Ave., N. Broadway, E. Ogden Ave., N. Franklin Ave., N. Prospect Ave., E. Kane Pl., N. Summit Ave., E. Lafayette Pl., E. Lafayette Hill Rd., N. Lincoln Memorial Dr. to 2300 N. Lincoln Memorial Dr., and east to the city limits.

Part 4. Section 101-27-1-b of the code is repealed and recreated to read:
b. No vehicle of any kind or description shall be parked on any highway between:
b-1. The hours of 2 a.m. and 6 a.m., except as otherwise restricted or permitted in this section.
b-2. The hours of 11 p.m. and 6 a.m. the following day in designated parking areas described in subd. a-2 when the department of public works announces snow-plowing operations or other public works operations are underway, except as otherwise restricted or permitted in this section.
Part 5. Section 101-27-2-a of the code is amended to read:
2. SPECIAL PERMIT.
a. [[Vehicles]] >>A vehicle<< may be parked [[during such hours]] >>between the hours of 2 a.m. and 6 a.m., or between the hours of 11 p.m. and 6 a.m. the following day in designated parking areas described in sub. 1-a-2 when the department of public works announces snow-plowing operations or other public works operations are underway<<, provided [[they shall first obtain]] a special privilege permit >>for the vehicle is first obtained<< online or from any facility the city may designate for the sale of such permit, after filing an application and paying a permit fee, all as required under this section, and shall be parked as authorized by such permit, as provided in sub. 5.
Part 6. Section 101-27-3-b-3 of the code is created to read:
3. ALTERNATE SIDE PARKING.
b-3. Except when parking is prohibited on one side, vehicles may be parked on both sides of streets in designated parking areas described in in sub. 1-a-2 on any night, except when the department of public works announces snow plowing operations or other public works operations are underway.
