Title

Substitute resolution authorizing the Department of Administration - Office of Environmental Sustainability to enter into contracts with the partner organizations that supported its application for a cooperative agreement with the U.S. Department of Energy to develop a comprehensive energy efficiency program for commercial buildings.

 

Analysis

This resolution authorizes the Department of Administration - Office of Environmental Sustainability to enter into contracts with the partner organizations that supported its application for a cooperative agreement with the U.S. Department of Energy (DOE) to develop and implement a comprehensive energy efficiency program for commercial buildings. The program is intended to deploy new energy efficiency tools developed by the Department of Energy and impact up to 200 commercial buildings.  This program is funded by a $750,000 contribution from DOE and a matching contribution of $750,000 of in-kind staff time from the City and its partners.

Body

Whereas, On July 21, 2015, the Common Council adopted File Number 150366, a resolution authorizing OES to enter into a $1,500,000 cooperative agreement with DOE to develop and implement a comprehensive energy efficiency program for up to 200 commercial buildings; and

 

Whereas, Franklin Energy, LLC, Staples Energy, Milwaukee Area Technical College, Midwest Energy Research Consortium, U.S. Green Building Council - Wisconsin, Transwestern Sustainability Services, the State Energy Office, and Milwaukee Downtown (BID 21) supported the cooperative agreement application as partner organizations; and

 

Whereas, The City of Milwaukee has received $750,000 from DOE for City staff time and partner efforts over the three year term of the cooperative agreement with DOE; and

 

Whereas, The City of Milwaukee and the partner organizations have pledged in-kind staff time of $750,000 for a total project value of $1,500,000; and

 

Whereas, DOE has approved the allocation of funds to and in-kind contributions from the partner organizations for the activities proposed in the cooperative agreement application; and

 

Whereas, Franklin Energy, LLC, which implements business programs for the statewide Focus on Energy program, will manage customer interactions using their customer relationship management system modified for program reporting needs, provide staff to manage customer intake and distribution, perform energy assessments, collect data, and develop projects that are eligible for Focus on Energy incentives, and provide hands-on learning opportunities for students; and

 

Whereas, Staples Energy, which implements the small business program for Focus on Energy, will modify their proprietary energy audit tool to incorporate new technologies developed by the Department of Energy, provide staff to perform lighting assessments, collect data, and develop projects eligible for Focus on Energy incentives; and

 

Whereas, Milwaukee Area Technical College will integrate applicable DOE tools into their coursework to prepare students for their future careers and provide students for work-study opportunities with other partner organizations; and

 

Whereas, Midwest Energy Research Consortium will provide an intern to assist with data collection and tracking, create a catalogue of Wisconsin and American made energy efficiency and other technology-related products, and provide learning opportunities for contractors; and

 

Whereas, U.S. Green Building Council - Wisconsin will advocate for and provide programming emphasizing the benefits of investing in energy efficiency in existing building infrastructure, including a series of educational and networking events for program participants, the development of marketing toolkits and case studies, and integration of the program into their awards; and

 

Whereas, Transwestern Sustainability Services will provide building tenant outreach and engagement and training opportunities for building staff to ensure that tenants and managers understand their energy-efficient buildings and how to operate them effectively; and

 

Whereas, the State Energy Office will provide staff to work with schools to perform energy assessments, collect data, and develop projects eligible for incentives; and

 

Whereas, Milwaukee Downtown (BID 21) and other BIDs will advocate for and promote the program to appropriate properties in the City of Milwaukee, provide marketing for the program, and assist in securing appropriate event and meeting space for program functions; and

 

Whereas, DOE has established Go/No-Go decision points to determine if the cooperative agreement will move forward and funding will be continued; and

 

Whereas, the Office of Environmental Sustainability will seek to utilize Small Business Enterprise firms as appropriate and as needed, with particular potential to engage them in the marketing and website design work for the program; and

 

Whereas, The first decision point is set for March 31, 2016; and

 

Whereas, The first decision point requires that the program framework and customer process management tool be presented to DOE for approval; and

 

Whereas, In order to complete the framework and the development of the customer process management tool, contracts with each partner organization must be executed; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Office of Environmental Sustainability, in consultation with the City Attorney’s Office, is authorized to enter into separate contracts with Franklin Energy, LLC, Staples Energy, Milwaukee Area Technical College, Midwest Energy Research Consortium, U.S. Green Building Council-Wisconsin, Transwestern Sustainability Services, the State Energy Office, Milwaukee Downtown (BID 21), and other business improvement districts according to the Statement of Project Objectives attached to this resolution to achieve the goals of the Department of Energy cooperative agreement.
