Analysis
This substitute resolution amends Common Council File #131356 relative to acceptance and funding of the Freight Infrastructure Improvement Program grant from the State of Wisconsin Department of Transportation, Bureau of Railroad & Harbors in the amount of $1,811,480 with grantor share of $1,449,184 (80%) and a city share of $362,296 (20%). The purpose of the grant is to enhance the overall economic environment created through the Port owned railroad track upgrades.

Whereas, Common Council File #131356 authorized the Port of Milwaukee to accept and fund the Freight Infrastructure Improvement Program grant from the State of Wisconsin Department of Transportation, Bureau of Railroad & Harbors to upgrade the Lake Classification Yard portion of Port owned rail system. This grant provided for a grantor share total of $1,449,184 and a city share of $362,296; and

Whereas, Updated estimates increase the total project costs by $502,320, from $1,811,480 to $2,313,800; and

Whereas, Common Council File #150729 authorized transferring borrowing authority from various Port capital accounts to fund the project cost overages; and

Whereas, The grant amendment increases the grant $502,320 with the grantor share increasing a total $123,000 the city’s share increasing a total $379,320; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Department of Transportation is authorized and the Port of Milwaukee shall accept this grant amendment without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
