Title

Substitute resolution relative to various legislative bills.

Body

Whereas, The Judiciary and Legislation Committee of the Common Council has recommended the following position on the bill hereinafter listed and the Common Council being advised of said matter; now, therefore, be it

Resolved, By The Common Council of the City of Milwaukee, that the Division of Intergovernmental Relations is to watch and report back to the Judiciary and Legislation Committee on AB-537/SB-521 relating to forfeiture of property seized in relation to a crime  with the authority to support the following areas of said bill:

o                     Requires MPD to sell all property and put all money generated into the school fund.

o                     No longer allows MPD to utilize seized vehicles.

o                     Prohibits MPD from transferring property to federal agents unless the value of the property exceeds $50,000.

o                     Requires return of property before the completion of an investigation, and then requires the person to return the property back to law enforcement - law enforcement anticipates problems with this process.
