Analysis
This resolution authorizes the Department of City Development to apply for, accept and fund a 2008 Brownfields Green Space and Public Facilities Grant from the State of Wisconsin Department of Natural Resources in the amount of $60,000 with a Grantor Share of $50,000 and a Local Share of $10,000. The purpose of the grant is to fund environmental cleanup at 6204 West Appleton Avenue.

Whereas, The City of Milwaukee (“City”) appears to be eligible for grant funds from the State of Wisconsin Department of Natural Resources to fund the remediation planning and environmental cleanup at 6204 West Appleton Avenue; and

Whereas, The operation of this 2008 Brownfields Green Space and Public Facilities Grant from approximately October 1, 2008 to September 31, 2010 will cost $60,000 of which $50,000 (83.33 percent) will be provided by the Grantor and $10,000 (16.67 percent) will be provided by the City; and

Whereas, 6204 West Appleton Avenue is a small, vacant, triangular parcel with little development potential that has some remaining soil and groundwater contamination; and

Whereas, This site offers the City an opportunity to demonstrate an innovative cleanup technology known as “phytoremediation,” which utilizes plants and trees to remove soil and groundwater contamination; and

Whereas, Phytoremediation is a lower-cost remedial strategy that will cleanup said contamination, while preserving a community green space and creating an opportunity for environmental education; and

Whereas, The City has been working closely with community partners, including Groundwork Milwaukee and the Milwaukee Community Service Corps, to prepare for this unique project; and
