Analysis

This ordinance increases the amounts charged for advanced life support (ALS) services by the fire department. The increases follow the recommendations of the Milwaukee County Association of Fire Chiefs to increase all current fees by 1.8%, which is the change in the Medical Care Commodities and Medical Care Service CPI for 2015.

 

In addition, this ordinance increases the amount charged for mileage by 1.8%, to $15.91 per mile.

Body

Whereas, The Milwaukee County Association of Fire Chiefs (MCAFC) annually recommends rates to be charged by municipalities for Advanced Life Support (ALS) services; and

 

Whereas, By correspondence dated October 13, 2015, the MCAFC advised the Milwaukee County Intergovernmental Cooperation Council of proposed rate changes together with a schedule of specific changes based upon adjustments reflecting a 1.8% increase reported in the Medical Care Commodities and Medical Care Services Consumer Price Index for 2015; now, therefore

 

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 75-15-17-a-1 to 4 of the code is amended to read:

 

75-15. Ambulance Certification Regulations.

 

17. CHARGES FOR PATIENT SERVICES DELIVERED BY THE FIRE DEPARTMENT.

 

a. For advanced life support for patients who are residents of Milwaukee County:

a-1. Paramedic non-invasive service or treatment without conveyance: [[$133.36]] >>$135.76<<.

a-2. Paramedic invasive service or treatment without conveyance; [[$133.36]] >>$135.76<<.

Part 2. Section 75-15-17-b-1 to 4 of the code is amended to read:

Part 4. Section 75-15-17-d-1 to 3 of the code is repealed and recreated to read:

 

d.

d-1. Items approved in Drug Group 1, including Albuterol, Amioderone (30 mg), Aspirin, Atropine, Benadryl, Calcium Gluconate, Dextrose, D5W, Glucose (oral) Nitroglycerin, Sodium Normal Saline (bags & carpujet), Versed, Zofran Tabs, Zofran IV, shall be charged a rate of $35.00

d-2. Items approved in Drug Group 2, including Calcium Chloride, Dopamine, Epinephrine (I.M. or I.V., not by Epi-pen), Lidocaine, and Sodium Bicarborate, shall be charged a rate of $40.30.

d-3. Items approved in Drug Group 3, including Fentanyl, Ketamine, Midazolam, and Narcan shall be charged a rate of $51.97.

 

Part 5. Section 75-15-17-e-1 to 9 of the code is amended to read:

 

e. Other items shall be charged at the following rates:

e-1. Epinephrine by EPI-PEN: [[$102.10]] >>$103.94<<.
