Title

Substitute resolution relative to the acceptance and funding of the Flu on Call Demonstration Grant from the National Association of County and City Health Officials (NACCHO).

Analysis

This resolution authorizes the Health Department to accept and fund the Flu on Call Demonstration Grant from the National Association of County and City Health Officials (NACCHO) in the amount of $45,000.  The purpose of the grant is to establish a coordinated, national network of telephone triage lines to be used during a severe pandemic or other major public health event.

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the National Association of County and City Health Officials (NACCHO) for the Flu on Call Demonstration Grant to assure that the Milwaukee Health Department is able to establish a coordinated, national network of telephone lines; and

 

Whereas, The operation of this grant project from 10/20/15 to 06/30/16 would cost $45,000 entirely provided by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that acceptance of the grant from the National Association of County and City Health Officials (NACCHO) is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

1.  Commit funds within the Project/Grant Parent of the 2015 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Flu on Call Demonstration Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.  Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Expend from the 2015 grant budget funds for specific items of equipment;

 

3.  Expend from the 2015 grant budget funds for training and out-of-town travel by departmental staff;

 

4.  Enter into subcontracts as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2015 Positions Ordinance, Common Council File 140624 and the 2016 Positions Ordinance, Common Council File 150505, should be amended as follows:
